Job summary

We are delighted to share that we are now hiring for 2 x Commercial Finance Manager (Qualified) to join us in Commercial Finance at Department for Work and Pensions (DWP).

The Commercial Finance team is a small team with a broad reach, operating across critical commercial and procurement categories and projects, providing colleagues with financial guidance and support, before and during the life of critical commercial contracts.

As a team we’re responsible for providing financial support to major procurements projects and post contract award support, which includes Open Book analysis, supplier viability analysis, payment modelling, and financial Strategy development.

The position of Commercial Finance Manager will be focused largely upon commercial finance activity supporting different workstreams within the Commercial Directorate, currently Employment, Health, and Estates.

Job description

We have an exciting opportunity for 2 x SEO Commercial Finance Managers within the Commercial Directorate. In this role you will:

  1. Provide close support to the Grade 7 and Grade 6 Commercial Finance Leads on DWP’s major commercial programs;
  2. Support critical stages of the procurement process including commercial strategy, financial strategy and commercial negotiations;
  3. Support commercial finance capability across the finance and commercial functions;
  4. Support commercial finance policy in response to the Government Playbook.

Our team supports over £6bn of public sector tenders. We help our customers in designing payment methodology for new procurement activity, drive the financial evaluation strategy, and leading in procurement dialogue and contract negotiations.

DWP is a huge organisation, and we have a complex stakeholder network. You’ll collaborate with, and support senior stakeholders within Commercial, Operational and Policy communities. Acting as a business partner you’ll provide analytical insight and data-driven recommendations to them, with the commercial wisdom to challenge when needed, and help develop and implement our wider approach to commercial finance. 

Person specification

This post is challenging and rewarding. The role of Commercial Finance Manager will require pro-active, critical and innovative thinking, with excellent communication skills and an outgoing and enthusiastic approach to financial challenges.

The roles and responsibilities for this position include, but are not restricted to:

Commercial / Procurement Finance and Risk Management Strategy

  • Conduct financial analysis and support cost intelligence Projects across high-value procurement activities.
  • Supporting commercial finance engagement on major program procurements (ranging from £hundreds of millions to £billions in contractual value). Work effectively across functions to assess business requirements, identifying the commercial drivers and structure the ‘deal’ so that there is an equitable risk and reward transfer to outsourced suppliers.
  • Use their expertise and experience to provide strategic finance advice to Commercial Finance team leads whilst also supporting on financial analysis and assessing provider financial viability.
  • Supporting the design of financial models during major procurement tender rounds providing should cost modelling, pricing and payment modelling analysis to assess risk and value for money for DWP customers.

Contract / In-Life Management

  • Support on financial analysis, assessing provider financial viability during tender rounds and in-life contract management.
  • Support on operating Open Book Contract Management.

Stakeholders

  • Manage multiple relationships across DWP, with key stakeholders within Finance, Commercial and Policy communities to demonstrate a clear understanding of commercial finance strategic direction. Apply analytical insight to programs using option appraisal to make evidence-based and data driven recommendations.

Identification, Analysis, and Cost Intelligence

  • Provide procurement finance advice to decision makers, including but not limited to payment models, investment / make or buy decision advice, should cost, pricing, financial due diligence activity and developing robust contract arrangements to maximise successful outcomes.
  • Raise financial and commercial awareness within the business through providing advice and training, developing a program to build commercial finance awareness across the commercial community, policy and key business stakeholders.

The post holders will report to one of the Grade 7 Commercial Finance Managers supporting the Commercial Category Team and to deliver their key objectives.

Management Accountancy

  • Be a CCAB Qualified Accountant - candidates will be required to provide their accountancy membership details during the application process. (e.g., ACA, CIMA, ACCA, CIPFA, CFA).

Commercial / Procurement Finance

  • An awareness of the Commercial Finance processes and experience of utilising them in a commercial environment.

Managing Change

  • Experience of being in a fast-paced environment and delivering change effectively.

Leadership

  • Have strong leadership skills, leading individual strands of work, influencing wider stakeholders and contributing to the overall large scale and or complex commercial / procurement projects.

Stakeholder Management

  • Demonstrate previous experience of working collaboratively across a range of stakeholders and gaining buy-in using appropriate communication and influencing skills, preferably in a finance context.

You must hold a full chartered level professional qualification awarded by a UK-recognised accountancy body: CIMA, ICAEW, ACCA, CIPFA, ICAS and Chartered Accountants Ireland.

Hybrid working 

This job role may be suitable for hybrid working, which is where an employee works part of the week in their DWP office and part of the week from home.  

This is a voluntary, non-contractual arrangement and your office will be your contractual place of work.
