Job summary

We are looking for a dynamic and committed SEO with strong market analytics experience who enjoys working in a fast-paced environment and who can support the Head of Commercial MI and Benchmarking, and our Cost Manager.

You will play a key role in ensuring that the Department’s work to support remediation of unsafe buildings following the Grenfell Tower fire is successful by ensuring that industry data and insights are provided to allow leaders to make informed decisions.

The Building Safety Portfolio was established following the Grenfell Tower fire to make sure that high-rise buildings are safe, and that residents feel safe in them, now and in the future. The Portfolio leads the fundamental reform of the building safety system as a priority area of work for the Department for Levelling Up, Housing & Communities (DLUHC).

The Commercial Management Information and Benchmarking Team sits at the heart of the Portfolio alongside the Supply Chain Management and Strategy Team, with the purpose of providing a direct link between industry and DLUHC. A key part of this is obtaining data and insight that supports the mitigation of industry constraints and enables the identification of DLUHC led interventions.

This role will support the Portfolio by providing critical data management, analysis and interpretation skills for our internal commercial datasets. This would include analysing our market and supply chain to understand capacity and project risks to support successful delivery of the portfolio.

Job description

Key responsibilities

Be an active part of the team responsible for all commercial MI, analytics, performance metrics and cost benchmarks which feed into the wider portfolio data ecosystem.

  • Liaise with programme and wider portfolio teams to establish data requirements and understand how data can be captured from across the portfolio in analysable formats
  • Manage, clean, extract, and aggregate data and undertake analysis
  • Summarise and present data and relevant conclusions in the most appropriate format for users to inform decision making
  • Collate and share MI information with senior stakeholders. This includes identifying, collecting, and migrating data across a range of different systems
  • Report to key stakeholders on supplier performance, capability, league tables and other key analytical lenses
  • Collaborate with analysts across the SGB Portfolio to extract and challenge data points through applying a commercial lens e.g.: by using models, forecasts and benchmarks
  • Support the development of appropriate tools and platforms to provide meaningful data e.g.: use of tools like PowerApps, PowerBI, and advanced Excel
  • Able to assess the financial health of companies within the supply chain based on company accounts, data and other publicly available information
  • Support with general market analysis activities liaising with other roles across the Market Sectors and SGB Commercial team

Key skills/criteria

  • Utilise strong verbal and written communication skills - including understanding how to share insights with different groups of stakeholders
  • Be proficient/an advanced user of Microsoft’s PowerBI/PowerApps suite of tools
  • Understand and be able to perform statistical analysis on large datasets
  • Understand data sources, data organisation, storage and cleansing techniques
  • Understand and analyse key metrics within company financial data
  • Apply a range of tools and techniques to analyse, validate and visualise data through dashboards and present solutions
  • Able to analyse and provide insights to support team members and the wider decision-making process for senior leaders

SEO salary 

  • The salary for this role is £42,208 (London) or £38,732 (National). 
  • For existing civil servants, the usual policy on level transfer and promotion will apply and is non-negotiable. If you apply for a role that requires a transfer of location, for example if you are transferring from London to a National location, your salary will be adjusted in accordance with our policy on transfer between HQ pay ranges. 
     

Please note that the average employer pension contribution is based upon the National minimum salary for this role. Should your agreed starting salary for this role be different, the average employer pension contribution will be calculated accordingly. If you are a Secondee, this will not apply as you will remain on your home organisation’s terms and conditions.

The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned.The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to DLUHC as a participating government organisations. DLUHC then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.
