The role

As Learning and Development Manager, you will work within the CMA Academy, which is part of the Organisational Development team and is focused on creating an employee experience where everyone can contribute at their best.

Each Learning and Development Manager at the CMA is accountable for the delivery of a portfolio of projects and programmes. You will focus on digital - supporting the development of skills and knowledge to aid our digital transformation programmes, enhancing the CMA Academy’s digital skills programmes to increase the CMA’s digital capabilities, and supporting colleagues responsible for regulation within digital markets.

You will deliver an integrated learning programme to the CMA which spans induction and onboarding, leadership, business skills, digital and analytical skills, professions, talent, inclusion, change and culture. The overall programme needs to meet the current and future needs of our growing organisation and support a culture of personal and career development.

What you will need

You should possess operational experience of leading, developing and managing organisational learning, culture and development programmes and projects with a digital focus.

Additionally, you must hold at least two relevant learning and development qualifications relating to:

  • Digital transformation
  • MS Office certifications
  • Organisational / learning development
  • Coaching at NQF level 5 or above

Experience of using technology to drive change and improve processes is also important, as is demonstrable experience of working across the full learning cycle. You will also be knowledgeable in designing and delivering a range of learning, using different methods, such as workshop, coaching, e-learning, action learning and blended learning.

Job description

Work with the Assistant Director of Organisational Development for Learning and Careers and peers, to design and deliver a programme of learning, development, and culture activity to meet the needs of professions, teams, leaders, managers, and individuals.

  • Develop, deliver, and evaluate an ambitious, innovative programme that develops organisational, team and individual capability supporting staff engagement and retention.
  • Analyse development needs and implement an annual plan of activity and priorities that integrates with other learning strands.
  • Manage the procurement of learning solutions and ongoing supplier management.
  • Lead on the design and delivery of learning including some personal delivery/ facilitation.
  • Work with a range of stakeholders, heads of profession and subject matter experts, to inform and support the delivery of learning through a variety of methods.
  • Project manage a range of initiatives within the CMA Academy; Organisational Development; People, Capability and Culture; and cross-organisation.
  • Manage evaluation and quality assurance to monitor the effectiveness and impact of programmes - identifying potential for adaptation and implementing improvements.
  • Supervise and support the learning and development officers to deliver the CMA Academy’s key administration processes including monitoring of mandatory learning, induction coordination, event management, reporting, and programme scheduling.
  • Use MS Office 365 and digital technologies to design, implement, review, and improve learning interventions and delegate experiences.
  • Play an active corporate and team leadership role, including a proactive role within the wider People, Capability and Culture department, contributing effectively to decision making, driving change, and helping to build relationships and professional capability amongst colleagues.
  • Work with the Internal Communications and Engagement team and the wider OD team to ensure a joined-up approach to delivering effective interventions.
  • Prepare committee papers and presentations on initiatives and progress of delivery and outcomes for the CMA Board, Executive Committee, People and Operations Committee, and other internal stakeholders.
  • Use technology to improve internal communications, drive change and improve processes. 
  • Ensure regular reporting for L&D programmes is issued to the Assistant Director of OD – Learning and Careers, providing insights into the effectiveness of L&D interventions. 
  • Engage with external networks, industry leaders and L&D/OD practitioners, to ensure the CMA is at the cutting edge of L&D. 
  • Any other reasonable duties.

Person specification

It is essential that you can provide evidence and examples for each of the following selection criteria in your application:

  • Operational experience of having successfully led, developed and managed organisational learning, organisational culture and development programmes and projects with a digital focus. (lead criteria)
  • At least two relevant learning and development qualifications relating to: (lead criteria):
    • Digital transformation
    • MS Office certifications
    • organisational / learning development

  • Experience of using technology to drive change and improve processes.
  • Demonstrable experience working across the full learning cycle (from consulting and identifying needs, design, implementation to evaluation).
  • Experience of designing and delivering a range of learning using different methods (e.g., workshop, coaching, e-learning, action learning, blended).
  • Experience of communicating and working with internal and external stakeholders across varied professional audiences.

Selection process details

This vacancy is using Success Profiles (opens in a new window), and will assess your Behaviours, Experience and Technical skills.

The selection process will comprise of the sift (CV & application review) and an interview. Arrangements for the interview will be enclosed in the invitation.  Interviews will be conducted virtually, by Microsoft Teams.  

An initial sift based on criteria 1 and 2 (Lead Criteria) may be held if a large number of applications are received. If your application progresses to a full sift, all elements of the essential criteria listed under Person Specification (above and in the attached candidate pack) will then be considered.

The sift will take place week commencing 8th January 2024.

If your application is successful you will be invited to attend an interview. You will be notified via email to log-in to your Civil Service Account and book your interview slot. You will be sent an email with full details of your arrangements for interview.

Interviews will be held week commencing 22nd January 2024.

The first part of the interview will comprise an in-tray exercise, for which no preparation is required. The second part of the interview will involve a short presentation, followed by a 45-minute - 1 hour panel interview where you will be asked questions based on the Behaviours, Experience and Technical elements outlined in the role profile.
