Job description

Technical Lead – Role Overview

Our Technical Leaders provide technical advice to colleagues across the network. You will be a technical expert with a natural ability to coach and nurture colleagues undertaking professional qualifications.

The Regional Valuation Unit (RVU) is an exciting, ever-changing environment and will provide you with an excellent opportunity to join our highly skilled, diverse, and growing organisation.

You will be joining a team of experienced colleagues who will share their knowledge and support you to become an integral part of the team. You'll share your own knowledge and experience in our collaborative working environment and can undoubtedly bring a new perspective to the organisation.

We are eager to hear from experienced Valuation Surveyors with rating experience, having dealt with a broad range of property types across different valuation methodologies through to valuation tribunal.

Technical Lead – Key responsibilities

The Chartered Valuation Surveyor – Technical Leader is an important role supporting our future surveying talent pipeline and providing valuable technical advice, leadership, and guidance to the Agency.

The role includes: 

  • Delivering Non-Domestic Rating casework and providing technical leadership, guidance, and support to caseworkers.
  • Leading, motivating, and inspiring others to deliver results including sharing your professional knowledge to help others develop. 
  • Setting and maintaining a strategic overview of the framework for the work of the team, including embedding the VOA vision and values.
  • Offering advice and guidance on complex issues which cannot be resolved within the normal rules or precedents.
  • Providing expert witness testimony and advocacy in complex litigation at Valuation Tribunal England/ Wales (VTE/VTW) and Upper Tribunal Lands Chamber (UTLC) and beyond. (Full training and support will be provided).
  • Act as a Counsellor to colleagues undertaking profession qualifications.

Person specification

The successful candidate for Chartered Valuation Surveyor – Technical Leader will need the ability to proactively keep their technical knowledge up-to-date and use it to provide advice and guidance to their teams. They will demonstrate a personal and professional commitment to the profession by actively participating in and promoting professional activities.

We are looking for someone able to build and engage with internal and external networks to share professional knowledge and experience and to develop others. The successful candidate will be able to influence and manage a diverse range of stakeholders using high levels of negotiating, consulting, and interpersonal skills to achieve co-operation over mutually acceptable solutions. They will also have ability to persuade and influence colleagues and stakeholders and to build trusted relationships with peers.

As Chartered Valuation Surveyor- Technical Leader, you must possess good horizon scanning skills in the ability to identify and mitigate against future problems and a willingness to seek out and act on feedback, building on existing skills and developing new ones, encouraging, and influencing others to do the same.

Essential Criteria

  • MRICS/FRICS or IRRV (hons) qualified in the valuation or real estate pathways.
  • Relevant post qualification experience.
  • The ability to lead, coach and mentor a group of individuals and support them through their qualification pathway.
  • Experience of working in local taxation. Technical expertise in this area and the ability to make sound and balanced judgements.
  • The ability to apply technical knowledge, valuation methodology, general legislation, and case law to inform decision making.
  • An understanding and ability to comply with statutory and non-statutory requirements.
  • Excellent interpersonal and communication skills and the ability to deal with a wide range of customers and partners.

Presentation

You will also be required to conduct a 10-minute presentation. The presentation topic will be provided to you if you are shortlisted for interview.
