Job description

Introduction to Matrix:

Matrix is part of a collection of central programmes which will deliver the collective “one” civil service ambition, driving modernisation, productivity improvements and reform outcomes to rationalise and harmonise 24 ministerial departments’ “back office” operations. These programmes collectively will reduce cost, time and enable the Civil Service to operate as “one” through interoperability, sharing of common services, systems and data.

Shared Services touch all Civil Servants, providing business critical tools in human resources, finance, payroll and procurement providing the foundation for employees to deliver public services. The Shared Services for Government Strategy is clear that through the clustering of departments and simultaneous investment in technology and service will deliver a fundamental modernisation of the ways of working for Corporate Services and through a modern digital landscape, deliver productivity, efficiency, risk reduction and transformational benefits for all departments, streamlining policy development, policy delivery and Ministerial response times.

The Matrix Programme represents the critical investment in Corporate Services Technology and Service provision, for Cabinet Office (CO), Department for Science Innovation and Technology (DSIT), Department for Culture Media and Sport (DCMS), Department for Business Trade (DBT), Department of Energy Security and Net Zero (DESNZ), Department for Education (DfE), Department for Health and Social Care (DHSC), Attorney’s General Office (AGO) and His Majesty's Treasury (HMT); providing the foundation to deliver optimal transformation within departments.

The Programme is part of the Shared Services landscape across cluster which will deliver the Shared Services Strategy for Government, and its three core objectives:

1. Better experience for all users - intuitive systems that are easy to use and mobile-enabled.
2. Efficiency and value for money - better systems and services which support productivity and seek to reduce costs.
3. Standardised processes and data - support interoperability, making it easier to understand and compare corporate data.

Role Overview

The role will form part of the core Matrix programme team, working with and on behalf of all departments to deliver, support and communicate the impact of modern technologies, services and ways of working. Forming part of a Strategy, Comms and Change team you will work as part of hybrid team comprising contractors, consultant and civil servants.

Person specification

Short Summary:

As a member of Strategy, Change and Engagement team, you will form part of the central programme team, working with and on behalf of a number of departments. As a member of the central team, you will work hand in hand with the communications team, ensuring that technology, service and people impacts are defined, assessed, captured and communicated to departments drawing on programme narrative; change in departments in embedded; and providing assurance to the programme executive on change readiness. As part of the core team, you will partner with leads of key workstreams such as Service Implementation and Technology Implementation and Change Leads from each department to ensure a success transition and adoption to the new ways of working.


Key Responsibilities include but not limited to:

  • Provide assurance to the Strategy, Change and Communications lead that the delivery of new capability is compatible with the realisation of benefits.
  • Development and maintenance of the Communications materials, presentations, aligning with programme narrative.
  • Support the continual adoption and iteration of the Business Change Management Strategy.
  • Delivery of key business change and training deliverables e.g. change impact assessments, change plans, business readiness approach and tracking.
  • Ensure completion of gap analysis on processes and detailed change impact assessments.
  • Ensure the development and co-ordination of the training strategy, plan and products
  • Support the development of the Programme business readiness criteria and maintain regular reporting. 
  • Support communication and engagement with programme stakeholders, developing and maintaining key relationships and working in partnership to resolve problems.
  • Status reporting in relation to business change activity.
  • Management of post go-live user adoption plan & tracker.
  • Working with departments to ensure that local change plans align, and Change Impact Assessment are updated.
  • Analysing and managing the key decisions, assumptions through the functional and service design, programme governance, and assure no degradation of service delivery through to acceptance into service.
  • Driving the people implications, through assessments, trade unions, consultations, negotiations, communications.
  • Managing and coordinating the business readiness activities in departments to ensure relevant changes are embedded and sustained in the relevant departments. 
  • Form and maintain relationships with departmental teams, providing technical support and guidance as appropriate.

Skills and experience

Required:

You will have a track record of being a Change Management, working in a change management or project/programme-based role.​

You will have: ​

  • Experience of delivering large scale digital and/or service transformations. ​
  • Knowledgeable, with an in-depth understanding of the end-to-end change management lifecycle. ​
  • Experience in engaging with and communicating to senior leaders in stakeholder organisations. ​
  • Collaborative, with a proven ability to build effective relationships and influence at all levels.​
