The responsibilities for the Department for Energy Security & Net Zero for 2023 are as follows: 

  • Delivering security of energy supply 
  • Ensuring properly functioning energy markets 
  • Encouraging greater energy efficiency 
  • Seizing the opportunities of net zero to lead the world in new green industries 

For 2023, our priorities are: 

  • Ensure security of energy supply this winter, next winter and in the longer-term – bringing down energy bills and reducing inflation. 
  • Ensure the UK is on track to meet its legally binding Net Zero commitments and support economic growth by significantly speeding up delivery of network infrastructure and domestic energy production. 
  • Improve the energy efficiency of UK homes, businesses and public sector buildings to meet the 15% demand reduction ambition. 
  • Deliver current schemes to support energy consumers with their bills and develop options for long-term reform to improve how the electricity market works for families and businesses. 
  • Seize the economic benefits of Net Zero, including the jobs and growth created through investment in new green industries. 
  • Pass the Energy Bill to support the emerging CCUS and hydrogen sectors; to update the governance of the energy system; and to reduce the time taken to consent offshore wind.

Job description

Would you like to help deliver critical policies for addressing climate change? In 2019, the UK became the first major economy in the world to legislate to have “net zero” carbon emissions by 2050, meaning we will no longer be a net emitter of greenhouse gases which contribute to climate change.

Carbon Capture Usage and Storage (CCUS) is critical for Net Zero, underpinning our 2035 decarbonised electricity system commitment, decarbonising hard to abate industrial sectors and supporting the development of a new Hydrogen economy. We have an ambitious target to establish 4 carbon capture clusters capturing 20-30 Mt p.a. of CO2 by 2030 from a mixture of gas dispatchable power plants, existing industrial emitters, new blue Hydrogen production facilities and engineering greenhouse gas removals.

We have identified the location of the first 2 carbon capture clusters and have developed a suite of business models to support the development of both the capture projects and the CO2 Transport and Storage network. Each of these business models has distinct impacts for government finances which need coordinating at programme level. We are now entering a period of complex multi-dimensional negotiations and getting ready for delivery.

Key Responsibilities

• To work closely with the Chief of Staff to support the delivery of our Resourcing Strategy and Workforce Plan which is sponsored by Programme SMT members.

• Lead the monitoring and evaluation of our Resourcing Strategy and Workforce Plan. This role will be responsible for building and maintaining the link between the resourcing strategy and the delivery plan which is presented to Programme Board, providing data to support strategic decisions on resourcing priorities, as well supporting programme wide implementation of the resourcing strategy.

• Support the Chief of Staff with business planning cycle activities and proactively addressing emerging corporate issues.

• Identifying and analysing emerging resourcing issues for resolution and horizon scanning for future issues.

• To assist the Chief of Staff with the implementation of SMT and programme events and facilitate the coordination of these. 

• Building and maintaining strong working relationships with key Programme officials and stakeholders

• Provide oversight for administrative support to Programme SMT

Person specification

Required experience

• Strong data analytical skills (including Excel)

• Skilled communicator, able to convey complex messages in an engaging way and navigating a complex stakeholder landscape

• Ability to assess a range of information, draw evidence-based conclusions and present clear recommendations and options to a range of stakeholders on resource priorities

• A record of working strategically, seeing the bigger picture in tasks

• Ability to adapt quickly to changing priorities

Desirable experience

• Project delivery, Finance or HR experience

• Working knowledge of PowerBI
