The Teaching Regulation Agency (TRA) is an executive agency of the Department for Education (DfE). The purpose of the agency is to support employers, schools and headteachers with their safeguarding responsibilities by taking action on receipt of allegations of serious teacher misconduct and providing employers the opportunity to complete pre-recruitment checks to ensure that they are employing teachers who are appropriately qualified for their role. 

To support these requirements, the TRA has two operational teams:

  • The Teacher Qualification Unit
  • The Teacher Misconduct Unit

The advertised role will be based within the Teacher Misconduct Unit (TMU).

The TRA operates the regulatory system for teacher misconduct as defined by The Teachers’ Disciplinary (England) Regulations 2012 and the Teacher Misconduct Procedures – Disciplinary procedures for the Teaching Profession.

The TMU is responsible for investigating all cases of serious teacher misconduct and the administration of those cases progressing to a Professional Conduct Panel hearing. 

Job description

This is an exciting role where you will be able to contribute to the TRA’s statutory responsibility in regulating the teaching profession for teaching in England.

The TRA works with teachers, schools, initial teacher training providers, local authorities and the teaching regulation authorities in Scotland, Wales and Northern Ireland.

This role will include being the first point of contact for queries received through the email inbox and enquiry telephone line. You will speak to multiple stakeholders engaged with TRA work, including teachers, witnesses as well as dealing with enquiries from members of the public.

The postholder will work with the TRA’s information management systems to support teachers and other stakeholders to answer their enquiries, and update systems in a timely and highly accurate manner. The postholder will also provide other administrative support as required.

This is a fast-paced role, and the successful candidate will need to be able to balance competing priorities and deadlines. 

Please note that cases managed by the TRA may contain sensitive and/or disturbing material.

This role will encompass a broad range of tasks and responsibilities. These will include: 

  • Completing administrative duties and provide administrative support.
  • Maintaining a user centred approach.
  • Contact with stakeholders, responding to email and telephone queries accurately and efficiently.
  • Collaborating with internal colleagues to support the work of the TRA.
  • Work confidently with various information management systems and use a database system to input data, action change of detail requests and search records.
  • Ensuring information about cases is kept up to date and secure.
  • Adopt an approach of continuous improvement in the role.

The successful candidate will be enrolled into a Level 3 Public Sector Compliance Investigator apprenticeship. This is an excellent opportunity to gain the knowledge and skills required for our work. 

Level 3 Apprenticeship

As the roles includes completion of the Public sector compliance investigator and officer Apprenticeship (Level 3) please check the eligibility requirements below using the apprenticeship standard: Public sector compliance Investigator and officer / Institute for Apprenticeships and Technical Education

You must have lived in the UK for 3 years prior to apprenticeship start date and not be undertaking another apprenticeship at the same time.

You must not already have a substantial amount of the skills and knowledge that is covered in the contents of the apprenticeship standard.

You must not have already worked in a similar role, or your previous learning, and/or work experience covers the contents (Knowledge, Skills, and Behaviours) of the apprenticeship standard.

Part of this apprenticeship is to complete a level 2 English and Maths functional skills qualification. If you have already achieved GCSEs in English and Maths at Level 4 (grade C) or equivalent or a higher grade, you will not need to complete the functional skills qualification.

At the enrolment stage, the individual's eligibility will be checked by the training provider.

Successful candidates must demonstrate that they meet all these criteria: 

  • A pro-active, motivated and self-starting individual who is able to work with minimal supervision. Can work quickly, efficiently and is able to balance competing priorities and deadlines. 
  • Possess excellent interpersonal skills and be able to confidently communicate and influence in a range of styles with a diverse set of internal and external stakeholders.
  • Be customer focused, understanding and being responsive to the needs and requirements of customers within the TRA, the wider department and externally.
  • Able to work with different IT systems, including Microsoft Office or similar software.

Travel to your primary office location will not be paid for by DfE, but costs for travel to an office which is not your main location will be covered.

Selection process details

Stage 1 – Application & Sift

You will be asked to provide a CV and Statement of Suitability as part of the application process. You will be assessed based on your demonstration of the essential criteria for this role.

You should include details of your employment history and outline your previous skills and experience in your CV. 

Your statement of suitability (max 750 words) should outline how you meet the essential criteria as detailed in the person specification and should include examples as evidence. 

In cases where there is a high number of applications the sift pass mark may be adjusted and candidates will be invited to interview in merit order, i.e. those scoring the highest.

Stage 2 – Interview

Candidates that successfully pass the sift will be invited to interview.

At interview you will be asked questions to assess your experience in line with the essential criteria listed above. 

We will also ask you some strength based questions. 

Feedback will only be provided if you attend an interview.

Interviews are likely to be held in week commencing 5 February 2024 

Interviews will be conducted in-person at the TRA offices in Coventry.

Terms and conditions of candidates transferring from ALBs and NDPBs

Bodies that are not accredited by the Civil Service Commission and are not able to advertise at Across Government on Civil Service jobs will be treated as external new starters and will come into DfE on modernised terms and conditions with a salary at the band minimum.

Bodies that are accredited by the Civil Service Commission but do not have civil service status will be offered modernised terms and will not have continuous service recognised for leave or sickness benefits. Salaries should be offered at band minimum, but there is some flexibility where this would cause a detriment to the individual.

Bodies that are accredited by the Civil Service Commission and do have Civil Service status will be treated as OGD transfers. Staff appointed on lateral transfer will move on to pre-modernised DfE terms (unless they were on modernised terms in their previous organisation). Staff appointed on promotion will move on to modernised DfE terms. Staff will transfer over on their existing salary (on lateral transfer) and any pay above the DfE pay band maximum will be paid as a mark time allowance. Staff moving on promotion will have their salaries calculated using the principles set out in the attached OGD transfer supplementary information.
