Job description

The PMO Governance Manager will provide direct support to the Governance and Assurance Manager to support GPA business objectives and managing and reporting progress on their achievement. The postholder will have the opportunity to work on projects that vary in both delivery method and complexity, which may provide scope to adapt procedures and methodologies to suit unique situations such as being  politically sensitive; technically complex or have a large number of stakeholders

They will be responsible for the management and assurance of governance activities in projects to support effective management and decision making. The successful candidate will ensure timely, consistent and accurate data collection, analysis and reporting on both programme and project progress and delivery confidence.

They will be well-versed in business matters, a competent leader able to provide guidance that enhances performance in a manner consistent with GPA’s values and culture. They will have sound project management and PMO skills, with public sector property or construction experience.

Key Responsibilities:  

The Portfolio Governance Manager will work directly to the Capital Projects Governance and Assurance Manager to support the wider Capital Projects portfolio. The postholder will be expected to provide the link between: the Programme Managers for Hubs and Whitehall Campus programmes; to provide independent assessment and confirm that a project is on track, that it is being appropriately managed and that its activities and business rationale remain aligned to GPA objectives.

Person specification

  • Application of governance standards, ensuring activities have the appropriate level of assurance for the complexity of the project
  • Planning and implementation of project governance interventions / task at key points within a projects life cycle for all projects within the Capital Programme portfolio
  • Supporting the development of business plans and strategies that promote attainment of GPA objectives
  • Implement knowledge and information process. Advise the projects on correct processes and lead the lessons learned process
  • Capture and communicate lessons learned to project teams and stakeholders. Ensures that agreed actions are implemented and lessons learned are applied to future projects
  • Establish governance landscape by coordinating and facilitating Capital Projects Programme Board and Stakeholder Board to support the Capital Project team as a whole 
  • Work with senior project roles to draft board agendas. Keep a log of board decisions and owners. Work with owners to provide report updates and report risks to relevant boards. Analyse data and present at relevant boards.
  • Gather/collate, store, maintain, and present key data in an appropriate system, working with stakeholders to resolve anomalies or gaps.
  • Assess performance against objectives and through the capture of relevant internal and external data, provide progress reports and returns

Desirable:

- Working within delegations and appropriate governance

Sift

The sift is due to take place week commencing 15th January 2024.

Interview

Applicants successful at sift will be invited to interviews, which are due to take place week commencing 5th February 2024 in the Birmingham office. You must be willing to travel to any of the GPA locations for your interview. At interview, applicants will be scored against 4 behaviours - Managing a Quality Service, Making Effective Decisions, Communicating and Influencing, and Delivering at Pace.

Interview questions will be a blend of Behaviour, Experience and Technical (core skill) questions.
