Job summary

The Industry Codes team is a collection of high performing, collaborative, and flexible staff, working across several new and exciting policy areas. Our work is excitingly varied from advising the Department for Energy Security and Net Zero (DESNZ) on regulatory and strategic issues, developing new approaches to energy code governance, working with stakeholders across the industry including code administrators and code parties, to developing and approving modifications to industry codes crucial for meeting the objectives of the codes and our strategic goals.  

Energy codes play a foundational role in the energy sector. They contain the detailed rules of participation in the energy markets, so are vital to the implementation and enablement of policy change. Codes will play a central role – both as we protect, change, build, and deliver the energy market through our Multi-year Strategy, and in delivering the government’s strategic priorities of net zero, protecting the interests of consumers, and ensuring security of supply. 

As Business Support Manager you will play a key role in enabling policy objectives and realising benefits for consumers through the implementation of policy change in the codes.  

Job description

Key Responsibilities  

The role’s focus will be to work with senior leaders to implement change, understand risks and ensure the delivery of Industry Codes support and decision-making functions.

Work with colleagues in other areas to facilitate delivery, ensuring activities are carried out in line with agreed strategies, priorities and delivery dates.

Deliver individual support activities or projects to improve outcomes and drive effective and efficient delivery across Industry Codes.

Key Outputs and Deliverables 

  • Contribute to the success of the Industry Codes team through effective co-ordinate Ofgem’s code modification decision-making function for the industry codes that you will be responsible for.
  • Ensure the efficient operation of Industry Codes by overseeing and prioritising the day-to-day code modification co-ordination, meeting objectives, actions, and wider business activities.
  • Take a lead role in employee engagement and internal communications activity within Industry Codes.
  • Deliver projects or key workstreams that support execution of Enforcement and Emerging Issues’ strategic plan, as required.
  • Engage with colleagues across Ofgem to develop shared understanding of problems and collaborate on effective solutions.
  • Support the drafting of decision letters, briefings, and submissions, ensuring they meet quality standards and expectations.
  • Provide support to the Operational Delivery Profession, including organisation of employee engagement events and internal communications, as required.
  • Proactively challenge and evolve thinking within the Directorate and beyond, encouraging the organisation to be more efficient, more effective, and more ambitious, supporting continuous improvement and ongoing business process change.
  • Support business continuity activity as required.
  • Support the management of key external stakeholders including funding partners and suppliers; managing contracts to ensure smooth delivery of business support services where required.

    Essential Criteria

    • Excellent communication skills with the ability to deliver complex messages to a variety of audiences, including Executives/Boards [LEAD].
    • Professional experience in an operational delivery / business support role, with proven prioritisation and organisation ability.
    • Experience of delivering improvement at a local level and a good track record of development and innovation.
    • Significant experience and a track record of delivery, through partnership / collaborative working, at pace.
    • Proven ability to assess and judge a situation, providing excellent stakeholder management, negotiation and influencing skills at senior levels, internally and externally.

    Desirable Criteria

    • Experience in project and programme management of new initiatives, including robust governance, risk management and assurance processes.
    • Proven aptitude for leadership through formal or informal management of others.
