Part of the Home Office Analysis & Insight directorate, the Performance Reporting & Analysis Unit (PRAU) provides reporting and analysis of performance for the Migration & Borders Mission and associated operational Capabilities. We support Ministers, the Executive Committee, Policy and Operational leads and other analytical functions with the management information (MI) that they need, as well as producing data for publication and other forms of external release. The Unit also provides advice and support to others in the Department on how to make best use of performance information and is leading on the transformation of MI systems and capabilities. 

PRAU is geographically spread across four primary locations (London, Liverpool, and Sheffield and Croydon), with most staff working in line with the Department’s hybrid working arrangements which would see the post holder spend 60% of their week in the office, with the remainder working from home. Candidates will need to agree a base location of either Croydon, Sheffield or Liverpool with a requirement for periodic attendance at other Home Office locations.

To manage and co-ordinate PRAU’s workforce planning and budget we are looking for a Business Support Manager. Applicants will need to demonstrate finance and HR acumen with a passion for numbers. They will also enjoy working as part of a wider team and engaging routinely with stakeholders to resolve complex financial tasks. 

PRAU along with other areas of the Home Office, are going through a significant and exciting transformation to provide an enhanced MI service to the Department. The transformation encompasses technology and process, meaning that the role will require a degree of flexibility to deliver innovative activities to support and endorse the transformation, in addition to the responsibilities outlined below.

The Business Support Manager will be part of a small team with line management responsibilities. You will be the lead point of contact for stakeholders and senior managers, accountable for ensuring that all financial tasks that support the operation of PRAU are completed in a timely and accurate manner. Reporting to the Head of Unit on budget management and workforce planning while connecting to the wider directorate’s financial reporting structure. 

This role is open part-time with a minimum of 0.8 FTE.

Person specification

Main responsibilities include but not limited to:

•    Be PRAU’s Lead on Finance and Workforce Planning, manage a varied workload and provide high quality support to the Head of Unit (HOU), SMT and unit.

•    Attend monthly meetings with Head of Unit, discussing financial and workforce risks and opportunities. 

•    Liaising with the HOAI Centre of Excellence about spend, challenge inconsistencies, identify issues and suggest ways to resolve them.

•    Engaging with colleagues of all grades within the Directorate, maintaining excellent working relationships with Finance colleagues.

•    Ensure that all month-end financial processes are completed accurately and on time, providing relevant feedback where required. 

•    Manage a complex staffing budget with a number of different funding streams. Ensuring accurate monthly reconciliation of forecasts.

•    Attend monthly Workforce Planning review meetings with HOAI centre of excellence colleagues. 

•    Line Management of Business Support Officer (HEO).

Essential Criteria  

•    Good understanding of budgeting and financial principles.

•    Comfortable working with financial and qualitative data and is able to produce high level summary reports for senior managers.

•    Good organisational skills, ability to manage conflict/urgent tasks and manage expectations.

•    Strong interpersonal and communication skills and the ability to interact confidently and professionally with a range of stakeholders at all levels. 

•    Good data management skills.

•    Advanced IT Skills. 

•    Familiarity with Home Office HR and finance processes.

Selection process details

After submission of the first stage of your application you will be invited to complete the Civil Service Numerical test. If you successfully pass the test, you will be invited to complete the final stage of the application.

The Statement of Suitability must be aligned to demonstrate your skills and experience for the role and how you meet the essential criteria as detailed in the job advertisement.

If your full application has not been submitted by 23:55 on 11th April 2024, it will not be considered. 

The initial sift will be based on the Statement of Suitability. Candidates who meet the minimum pass score for this criteria, will then go on to the full sift and have their lead behaviour- ‘Managing a Quality Service’ scored. Candidates who fail to meet the minimum pass score for the Statement of Suitability will not have their lead behaviour scored and will therefore only receive a sift score for their personal statement.

Successful candidates shortlisted for interview will be tested on Behaviour based questions.
