Job description

The Business Management Office team is positioned within the Digital Delivery (DD) function of Defra’s Digital, Data & Technology Services directorate (DDTS).

The team provides a central point of focus and expertise within the DD function for ensuring effective business management, business planning, performance monitoring, governance, risk management, reporting and ‘people management’ related processes run efficiently across DD. The function has a headcount of circa 600 (civil
servant and contractor although the balance varies).

As a member of the BMO Team, the Business
Support Manager is responsible for providing business support, advice and MI (management information) co-ordination to the BMO team, functional leadership teams, team managers and professions to enable their delivery of IT services and business outcomes across Defra. This requires collaborative working with team managers across the function, business management teams in other DDTS functions and central Workforce Planning, Recruitment and Finance teams to support effective and efficient business management processes and data.

Responsibilities

  • Manage the BMO timetable of meetings ensuring any key stakeholders/guests are fully engaged and prepared for agenda items. Consolidate and track actions.
  • Provide end-to-end business support to BMO Team Leaders in a variety of tasks relevant to their responsibility areas including information gathering for reporting and internal/external audits, records management and stakeholder engagement.
  • Working with relevant managers across DD, co-ordinate and support end-to-end processes for ongoing data quality improvements in, and reporting of: people related data, recruitment planning, capability development & L&D, performance monitoring and business continuity planning and risk management. Where issues are uncovered proactively work with and support colleagues to resolve them.
  • Provide support and guidance on information related to functional budgets and cost recovery from projects, and liaising with functional managers and Finance Business Partners as required to ensure accuracy.
  • Obtain outcomes and decisions from relevant governance boards that impact DD business management activity such as the People Board, Risk Network, Wellbeing & Engagement Sub-Group, DDTS Executive Board, consolidating and tracking actions.
  • Gather information/evidence as directed for the development, analysis and reporting of relevant management information.
  • Develop and maintain templates for BMO related processes and act as ‘gatekeeper’ for ad-hoc commissions.
  • Engage with wider DDTS teams (other BMO teams, central DDT Workforce Planning, Recruitment Hub etc) to ensure alignment with central processes and policy where required.
  • Contribute to continuous improvement initiatives designed to make the BMO a strategic high value function to the business.

Skills and experience

  • Proven stakeholder management skills
  • Excellent organisation, influencing, relationship building and communication skills.
  • Performing effectively to deadlines, maintaining focus in challenging situations and adapting to find solutions that meet the needs of stakeholders.
  • Willingness to develop an understanding of Digital disciplines and terminology.
  • Business management, planning and performance reporting processes, resource planning, portfolio or project support management.
  • Familiarity with a records management approach and systems
  • Proficient in using MS office tools

Salary

New entrants to the Civil Service are expected to start on the minimum of the pay band. The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.

Location

Our main Defra DDTS hubs are in York, Warrington, Newcastle, Reading and Bristol.

Please also be aware that space within the London office is restricted and it may not be possible to be based in this location.

The agreed amount of time spent at a workplace for this post will reflect the requirement for Civil Servants to spend at least 60% of their working time in an organisation workplace with the option to work the remaining time flexibly from home. This is a non-contractual agreement which is consistent with common Civil Service expectations.

Travel costs to non-contractual workplaces will be subject to departmental travel and subsistence policies. Travel costs to contractual workplaces are the responsibility of the employee.
