Job description

The Reporting Offender Management (ROM) operation is the Home Office’s principle point of contact with individuals who have no right to stay in the UK, with individuals reporting to one of Immigration Enforcement’s 13 reporting centres or at a local police station with some 38k plus people on reporting. When attending, an offender may be interviewed to gather information that allows Immigration Enforcement to apply for a travel document, make a decision on an outstanding application and promote voluntary return.

The ROM National team is responsible for supporting and coordinating ROM operations across both ICE/ROM regions and leads on ROM business performance. The successful candidate will play a pivotal part as we adopt a more strategic approach to contact management, introducing changes to the way people report, with a blend of reporting options including face to face, digital and telephone reporting.

We are looking to recruit a dynamic Performance Data Analyst, for this fast paced, high profile area of work. 

The successful candidate will be responsible for regularly reviewing performance data with a view to identifying trends, risks and issues, with a view to making recommendations to improve performance at national level.  The post holder will be responsible for presenting their findings to a wide range of individuals, often at senior levels of the organisation.

The successful candidate will be a highly analytical individual, who can review complex data sets with the aim of identifying trends and/or opportunities for growth/improved performance.  The individual will work within the Business Performance unit and will also be capable of producing and translating performance data for a wide audience, from various reports including weekly performance, to commissions from the IE Executive Board.

Who will the candidate be working with – the Team / Stakeholders You will be an integral part of the National ROM Business Performance Team who collate, evaluate and report national performance data for various parts of the operational business including ROM operations, case work units as well as the Strategic Operations Command.

Responsibilities will include (list is not exhaustive)

•    Analysing business performance data to look for trends and potential opportunities for growth / improved business performance.
•    Collaborating with operational leads and other key stakeholder to develop a deeper understanding of data and opportunities for improved performance.
•    Identifying anomalies and inconsistencies in data and providing solutions to data quality issues. 
•    Work collaboratively across the team to produce and translate performance data for a wide audience from a variety of data

Essential Criteria

The successful candidate will have the following proven skills:

•    Strong proven experience / skillset in analysing data, identifying trends and opportunities for improved business performance and addressing data quality issues. 

•    Able to quickly analyse information from a range of internal and external sources and find solutions to support decision making, identifying and addressing risks.

•    Ability to produce datasets, including using Excel to manipulate large or multiple datasets to extract specific information, the ability to produce formulas, pivot tables and graphs to display data in a clear, concise and visually informative manner. Able to quickly identify anomalies in formulas to ensure the correct outcome.

•    Excellent written and verbal communication skills and the ability to work to tight deadlines.

•    Track record of building strong and productive relationships with a broad range of stakeholders, building trust and respect and articulating rationale to influence outcomes. 

•    Experience of working with high levels of ambiguity and balancing competing priorities, with a flexible and adaptable approach to the ever-changing workload, to support team/IE objectives.

The sift will be held on the lead behaviour 'Communicating and Influencing' and the statement of suitability (personal statement).

The statement of suitability will be scored first for all candidates. Those who achieve the minimum pass score for the statement of suitability, will progress to a full sift where the lead behaviour will be scored.

These candidates will therefore receive a sift score for both elements. Candidates who fail to meet the minimum pass score for the statement of suitability will not have their behaviour scored and will therefore only receive a sift score for the statement of suitability.

However, if a large number of applications are received, the sift will be conducted on the statement of suitability (personal statement) only.

Candidates who progress to interview, will be assessed using a blended approach of Behaviour and Strengths-based questions.

Flexible working
