Job summary

The machinery of government changes earlier this year created the Department for Business and Trade (DBT), bringing together the Department for International Trade and the business focused part of the Department for Business, Energy and Industry Strategy. The creation of DBT has brought together two large analytical communities under one departmental brand, making it one of the largest bodies of analytical expertise in HM Government covering a broad economic policy agenda across aspects of business environment and support, international trade and investment.   

The Director of Analysis is responsible (directly or indirectly) for all analytical outputs and insight across the whole Department.  Analytical teams are structured in a hub and spoke model, with a series of cross-cutting analytical teams directly reporting to the Director of Analysis in the Central Analysis Directorate, and a number of ‘spoke’ teams embedded in policy Directorates across the Department.

The Office for the Director of Analysis (ODA) plays a key role in the smooth running of the Analytical Function across DBT. It is led by the G6 Chief of Staff to the Director of Analysis and is split into G7-led teams – one is responsible for the running of the central Analysis Directorate (analytical teams which directly report to the Director of Analysis);  one (this role) is responsible for the running of the overall Analytical Community within DBT (not including the line management responsibility of embedded analytical teams). 

This role is responsible for: 

  • Providing strategic and operational support to the Heads of Profession for the four main analytical professions;  
  • Oversight the overall finance and headcount position over the overall analytical community.  This includes responsibility for central budgets for a number of the analytical grades (including the analytical Faststream and apprenticeships), oversight and operation of all centralised recruitment of analytical professions;   
  • Maintaining oversight of analytical infrastructure across the analytical community (including licences and subscriptions); and 
  • Supporting the running of cross-cutting corporate strands on Learning & Development (L&D), Performance & Talent (P&T), Equality, Diversity & Inclusion (ED&I) and Mental Health & Wellbeing (MWH). 

Job description

The successful candidate will be expected to: 

  • Provide clear leadership and oversight of the operations of the analytical community across DBT. In the short term this role will be particularly focused on helping to support the implementation of changes required by the recent MoG and delivering the transition to the new operating model for the analytical function.  In the medium-term this will cover aiding workforce planning and supporting conversations on future improvements in the efficiency and effectiveness of the Analysis Function within DBT.
  • Work closely with HoPs to ensure that the recruitment, retention and development of analysts across all analytical professions is appropriate to Departmental need and professional development.  This will include engagement with central teams in Cabinet Office and HMT on all centralised recruitment streams for analytical professions;
  • Work closely with the other G7 Business Manager (Central Analysis Directorate) to provide a single aligned view operation of the Analysis Function as a whole;
  • Provide oversight of all cross-cutting corporate workstreams that reach across all analysts. 

The role is directly responsible for line managing two HEOs who will be broadly responsible for the understanding of the finance, people and development of the analysis function.  

Person specification

Essential Criteria 

  • Have experience of operational delivery of a large and diverse workforce – including leading change/transformation in a large organisation. 
  • Have experience of working on the financial and/or the HR/people aspect of running business operations. 
  • Have a track record of programme / project delivery, including delivery at pace with changing priorities.
