About The Department

The Ministry of Justice (MoJ) is a major government department, at the heart of the justice system. Responsible for courts, prisons and probation services, we work to ensure sentences are served and offenders are given rehabilitation opportunities to become law-abiding citizens.

The Ministry of Justice (MoJ) has one of the largest and most complex spend profiles in central government. The Commercial and Contract Management Directorate (CCMD) is responsible for coordinating procurement and contract management across the MoJ, its agencies and non-departmental public bodies.

The MoJ spends £7.5bn a year and manages over 1600 active contracts, all of which are sourced and managed by CCMD. We are running some of the most groundbreaking programmes such as Prison Reform and His Majesty’s Courts and Tribunal Service Reform. The scope of our contracts ranges from building, maintenance and the operation of Prisons, Courts and Young Offender establishments through to food for prison dogs. The directorate also buys and manages contracts for feeding up to 80,000 prisoners, the secure escorting of prisoners from numerous establishments based around the country and translation services.

CCMD is organised into category teams, each with an interesting portfolio of contracts and diverse customers and suppliers to manage. We also have systems, programme management office, supplier relationship and risk management teams who work across all areas.

Scope

This role is in the Business Intelligence and Data Management team, part of the Commercial Operating Centre Portfolio which sits in the Commercial & Contract Management Directorate (CCMD). You will be working with stakeholders across MoJ both internally and externally, to develop a suite of reporting products that provide good quality, timely and relevant commercial data into formats that allows stakeholders to analyse and make or take data-driven decisions or actions. The post-holder will be responsible for providing key performance statistics to commercial portfolios, CCMD’s Senior Management Team and Commercial Governance Boards.

An additional role you will undertake will be to act in an advisory capacity on the submission of; Freedom of Information Requests, Parliamentary Questions, Treat Officials Requests and Ministerial Correspondence.

Key Responsibilities

The jobholder will 

  • Support and lead the development of comprehensive requirements which form the specification for reporting products.
  • Develop dynamic and engaging data visualisation products.
  • Plan and lead the delivery of end-to-end Business Intelligence projects.
  • Work in line with and improve upon the Product Delivery Framework which sets out the standards and delivery model for data products.
  • Continuously learn and extract the most benefit from the Business Intelligence tools.
  • Develop and update documentation across the Product Delivery Framework.
  • Take ownership of the development of reporting products, working collaboratively with colleagues in the business on developing requirements and iterating the improvement of data products.
  • Develop and run reporting queries as required.
  • Support legacy platforms as required, manually extracting reports and refreshing data

Person Specification

Essential Criteria:

  • Extensive experience developing high quality, visually engaging business intelligence products.
  • Extensive experience working within the Microsoft stack, including Power BI, Azure and the Power Platform.
  • Intermediate knowledge of Microsoft Power Bi, (including Power BI query), transforming, cleansing, manipulating data and creating measures, into meaningly statistical and visual information within the power bi package
  • Advanced skills in Excel and Power Query.
  • Experience in SQL, DAX and Data Protection Acts
  • Experienced networker with proven ability to build effective relationships with both internal and external stakeholders.
  • Excellent communicator with experience in communicating across all levels of a business.
  • Experience of leading the gathering and consolidation of stakeholder requirements
  • Ability to convey otherwise complex findings through actionable data visualisation.
  • Able to prioritise work, meet deadlines and ensure data is presented accurately and clearly.
  • Experience leading end to end business intelligence projects, from requirements and design to hands-on delivery and support.
  • Comfortable working cross-functionality with a range of colleagues.
  • Passionate about business intelligence with a desire to learn and stay up to date with industry best practice.
  • Able to work autonomously and part of a team.

Desirable Criteria:

  • Experience of using Oracle based Purchase to pay (P2P) systems including extracting and building reports in the discovery reporting function of oracle.
  • An understanding of Commercial processes and P2P life cycle.
