Job summary

The Migration & Borders (M&B) group is responsible for the immigration system, managing our borders, issuing British passports, running the civil registration system in England and Wales, managing asylum, protection, resettlement and integration services as well as enforcing our immigration system, citizenship, setting our strategy, business and service design, system performance, a large transformation portfolio and major programmes to create the Future Border and Immigration system and deliver the Illegal Migration Act.  In delivering on those areas, we aim to facilitate a genuinely cross-system approach to services, capabilities, interventions, and the way that we work. 

This is a fantastic opportunity to join the System Design Team, sitting at the heart of Migration & Borders. System Design are accountable for owning and developing the Migration & Borders end-to-end strategic design and business architecture. The team are at the forefront of important and meaningful change that touches the lives of millions of people. The team plays a leading role in facilitating a genuinely cross-system approach to services, capabilities, interventions, and the way that we work across the system.  We do this by:

• Championing the move away from overly siloed structures and approaches towards a more joined-up, flexible system approach, exploiting synergies and avoiding duplication;

• Delivering a more integrated approach to intervening against immigration and national security threats across people and goods;

• Acting proactively to enable the system to respond to crises, rather than reacting, addressing gaps in identifying potential problems and opportunities across the system.

Job description

We are looking for design focused Business Analysts to work closely with the business to understand and analyse user and business needs for large scale and complex business transformation initiatives as well as smaller scale change to help us improve the services we offer. Working closely with design colleagues, you will interpret, translate, impact assess and feedback on strategic initiatives from a cross cutting business architecture perspective. You will ensure business requirements are appropriately interpreted and reflected in business designs to deliver optimal strategic business outcomes.

As a Business Analyst, you will contribute to the link between current and future business models, delivering against the target business design. You will be responsible for detailed requirements and contributing to wider design activities to provide business solutions. You will constructively challenge and act as a critical friend to optimise productive engagement with all stakeholders to support strategy, policy, operations, design and delivery in achieving business requirements and user needs.

You will undertake key business analysis activities for large complex initiatives with some degree of ambiguity and political sensitivity, involving large numbers of varied stakeholders. You will need to be adaptable in your to varying scenarios which will demand a flexibility in your approach without compromising the quality of design outcomes.

This role is available on a part time basis, however, there is a minimum requirement to cover 30 hours across 4 days per week.

Recruitment and Retention Allowance (RRA)

Candidates with exceptional skills and experience may receive a recruitment and retention allowance (RRA). This allowance is subject to initial review within six months of taking up the post and thereafter an annual review in-line with departmental priorities and could be reduced or withdrawn at any time.

Key responsibilities include:

1. Providing Consultancy

• Provide advice to colleagues on appropriate approaches and methodologies to address business issues, ensuring that appropriate strategies are considered when defining approaches or solutions.

2. Contributing to Business Cases

• Provide specialist support to the development of business cases, including development of the Economic/Strategic Case, Benefits Realisation Plan, and Options Analysis, ensuring consideration of operational impact as well as overall feasibility.

3. Requirements Management

• Undertake requirement activities, their investigation, elicitation, elaboration, validation, prioritization and sign-off, ensuring that the needs of all key stakeholders are articulated.

• Facilitate workshops and stakeholder engagements to articulate relevant requirements.

• Accurately analyse and document business requirements in a format appropriate to the project and business context, according to defined standards, clearly defining their type (High Level, Functional or Non-Functional, Solution, Transitional, Epics, User Stories, Acceptance Criteria etc.) according to defined standards and ensuring traceability throughout.

• Review detailed functional specifications to ensure business requirements and user needs have been effectively translated.

• Assure the suitability of solutions in meeting the requirements and business strategies.

4. Business Process Modelling (BPM)

• Define, scope, coordinate, undertake and agree sign-off of ‘As-Is’ and ‘To-Be’ business process mapping, ensuring appropriate application of BPMN methods and tools.

• Perform and facilitate analysis of “As Is” and “To Be” BPMs to establish gaps in processes and identify, and link, appropriate Business requirements.

5. Stakeholder Management

• Build stakeholder trust through development of a deep understanding of the business function being changed from a policy, strategy, service and business process perspective.

• Using appropriate methodologies, accurately identify relevant stakeholders, their current interest in initiatives, and corresponding engagement strategies.

• Continue to effectively monitor and manage communications between stakeholders throughout the initiative lifecycle.

Desirable criteria:

Holding an ISEB International Diploma (or Advanced Diploma) in Business Analysis or other equivalent qualification such as IIBA certification would be desirable, but not essential. You will be provided with opportunities to develop your skills and professional qualifications.
