The Electoral Integrity Programme is a Government Major Projects Portfolio Tier A ‘no fail’ programme, delivering the biggest set of changes to our electoral system in the last twenty years. The programme is delivering measures included in the Elections Act. This includes a substantial programme of secondary legislation, introduction of new digital services, significant changes to the existing Register to Vote digital service, and funding and change support for the electoral services teams in local authorities, who have responsibility for the day-to-day delivery of elections and electoral registration. 

You’ll join a supportive and engaging digital team that work effectively as one team to deliver successful digital services, with opportunity to grow your skills and knowledge, supported by a Senior Business Analyst, the digital team and wider community.

Job description

As a Business Analyst, you'll:

  • champion critical work on ‘As Is’ and ‘To Be’ changes being made to elections and registration services 
  • work with a wide range of internal and external stakeholders to understand their needs 
  • influence decisions made by the Electoral Integrity Programme Digital Team and service development 
  • work closely with product, service design, user research and delivery colleagues 

Person specification

As a Business Analyst, you’ll have:      

  • business analysis skills to investigate and analyse business problems and viability whilst aligning to business strategy and objectives 
  • strong relationship building and stakeholder management with ability to influence others and be a critical friend and use appropriate techniques for engagement 
  • business process modelling skills to accurately represent IT system capabilities, conduct gap analysis, identify pain points and propose improvement opportunities 
  • an understanding of business and user needs to write as quality user stories and validate these, with ability to analyse and refine user stories when required 
  • awareness of testing stages, and use of scenario analysis, acceptance criteria and prototype feedback loops to validate and prioritise user needs 
  • worked with data for problem solving and decision-making 

 

In addition, whilst not essential it would be nice if you have: 

  • experience in an agile environment operating within a multidisciplinary team 
  • prioritised work towards an agreed minimum viable product 
  • Business Analysis related qualifications

Internal Fraud Database

The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned.The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to DLUHC as a participating government organisations. DLUHC then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.
