The Department for Levelling Up, Housing and Communities (DLUHC) is leading the Government response to the Grenfell Tower fire. DLUHC has been taking immediate action to ensure the safety of residents in existing high-rise blocks of flats, prioritising the identification and remediation of unsafe cladding. An unprecedented £5.1 billion investment in building safety has been announced through which the Government is funding the cost of replacing unsafe cladding for leaseholders in residential buildings 18 metres and over in England. This is making homes safer and free those who, through no fault of their own, have been unable to move from their homes.

We are recruiting 4 HEO Policy Advisors to assist in the Government delivery of the building safety fund and remediate high-rise buildings with fire safety risks caused by unsafe cladding.

These roles sit within the Operational Policy Team and draw significant Ministerial interest. Therefore, we require enthusiastic applicants with the ability to act as resilient team players and provide insight and expertise regarding important policy matters.

Job description

HEO Cladding Remediation Interventions policy analyst  
•    Contribute to understanding our data, working with analysts and partners to have a full understanding of where our buildings are in the process, where there are holdups, and where we need to be taking action. 
•    Contribute to providing updates to SCS and ministers on the progress of stuck buildings, and buildings yet to start on site. 
•    Track and understand where our policy and interventions are effective and how this impacts success across the programme. 
•    Support on managing the relationship with our provider F&GA&R, working collaboratively on commissions and ministerial updates. 
•    Contribute to ministerial briefings and updates 
•    Lead on providing data updates to senior staff

HEO Interventions policy officer 
•    Contribute to our interventions approach across slow moving and stuck buildings 
•    Lead individual interventions to help move buildings through the process 
•    Work collaboratively with delivery partners to identify where we can be most effective 
•    Lead evaluation on where our interventions have been most effective 
•    Contribute to ministerial briefings and updates

HEO BSF policy 
•    Develop individual policy responses to issues that arise relating to buildings in the Building Safety Fund. 
•    Providing briefings for Ministers and senior officials in relation to proposed policy responses or to alert to the emergence of new or significant issues
•    Drafting and updating relevant sections of published guidance for building owners and fund applicants
•    Providing input into individual funding decisions
•    Provide input into wider briefings and queries for Ministers and Senior Officials

HEO salary 

  • The salary for this role is £35,400 (London) or £32,178 (National). 
  • For existing civil servants, the usual policy on level transfer and promotion will apply and is non-negotiable. If you apply for a role that requires a transfer of location, for example if you are transferring from London to a National location, your salary will be adjusted in accordance with our policy on transfer between HQ pay ranges. 

Please note that the average employer pension contribution is based upon the National minimum salary for this role. Should your agreed starting salary for this role be different, the average employer pension contribution will be calculated accordingly. If you are a Secondee, this will not apply as you will remain on your home organisation’s terms and conditions.

Internal Fraud Database 

The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned. The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to DLUHC as a participating government organisations. DLUHC then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.
