Job description

DWP are looking to fill 3 Briefing and Secretariat roles within some of the largest programmes across Government. Details about the various programmes in our Group can be found in the Candidate Information Pack.

As Briefing and Secretariat Manager, you will be required to work to strict deadlines and manage priorities while working with other programme strands to draft briefings for ministers and trade unions on programme activity. You will be responsible for drafting submissions to ministers, correspondence for ministers to deliver in Parliament and content for trade union briefings about elements of the programme.

Forming great stakeholder networks across the department is key to assist you in this role. You will work across the organisation and beyond, building relationships internally and externally to ensure effective communications.

What are the role responsibilities?

While no two days will be the same, the responsibilities may vary from role to role but include: 

  • Leading and managing a team to deliver timely policy and decision making
  • Provide briefings for information or recommendations to Ministers, the Permanent Secretary, Press Office and senior DWP leaders and Departmental Trade Union on transformation activity
  • Drafting answers to ministerial correspondence and Parliamentary questions
  • Drafting replies for freedom of information requests
  • Advising other communications strands and beyond on Parliamentary activity such as recess and general elections
  • Co-ordinating briefing, commission papers and managing outputs across multiple senior Governance Boards
  • Building and maintaining strong relationships with the Department’s Senior Leaders and other Government Departments, working collaboratively with teams to provide high quality deliverables
  • Developing, implementing, and reviewing processes, sharing and learning best practice
  • Horizon scanning and taking a strategic approach to planning future workload, working closely with senior leaders to ensure priorities are met and to drive progress
  • Providing secretariat support to senior forums

    The Essential Criteria for this role are:

    Communication Skills - You demonstrate strong written communication skills with excellent attention to detail. You have experience of producing concise and accurate briefing and policy documents for senior audiences. You can present clear observations, conclusions and recommendations that support effective decision making.

    Delivering Outcomes - You have a track record of successfully delivering a high-quality service and the ability to manage competing deadlines. You can prioritise multiple tasks and work in partnership with other team members and key stakeholders.

    Interpersonal Skills - You can demonstrate that you build and maintain strong and credible relationships with key stakeholders at all levels.  You have the ability to handle conflicting viewpoints and can influence others to achieve required results.

    • Due to the nature of these posts, it requires the post holders to work out of one of the DWP Change hubs. These are located in: Birmingham Arena Central, Blackpool Peel Park, Glasgow Atlantic Quay, Leeds Quarry House, London Caxton House, Manchester St Peters Square, Newcastle Benton Park, Sheffield Kings Court, Pontypridd Treforest Ty Taf
    • Travel to other Hubs will be required
    • For vacancies in Wales, the ability to speak Welsh is desirable

    The Interview

    Interviews will take place remotely by an MS Teams video call. The interview will take approximately 50 minutes and further details and instructions will be provided closer to the scheduled interview.  All applicants who progress to interview will be assessed on behaviours, strengths and ability to undertake the role.

    A written assessment will be used at interview stage to test the success profile element: Ability.  Details will be given to candidates on invitation to interview.
