Job summary

Border Force is a Law Enforcement arm of the Home Office. We are responsible for handling the UK border control by implementing immigration and customs regulations and working with the wider Home Office on counter terrorism, organised crime, modern slavery and trafficking. Preventing small boat crossings of the Channel remains a top priority for the Home Office. All levers and capabilities across HMG are being drawn upon to reduce the number of people successfully crossing from France and to manage humanely and efficiently those that are intercepted and brought to the UK. 

A key part of the department’s response is driven by the Small Boats Operational Command (SBOC), an operational directorate within Border Force. SBOC delivers this through implementing world-leading surveillance technology on air, land and sea, developing operational initiatives with France and other near-neighbour partners, and by providing capabilities and resources to support the interception and initial processing of people arriving by small boat in the UK.

The Small Boats Operational Command (SBOC) exists to make irregular migration in small boats across the English Channel unviable. All stages of the operation, from detecting small boats at sea and migrants on land, to the full spectrum of interdiction options, involves technology. Implementing a strategy that promotes the capability enhancements that technology can deliver is an integral part of moving the current operational response from reactive to proactive. Ministers have a keen interest in innovative methodologies and, as a new command, there are substantial opportunities to improve ways of working and apply lessons learned from previously employed strategies.

Job description

The primary purpose of the Office of the Chief Technology Officer (CTO), in which this role sits, is to rapidly understand the operational environment and identify areas where technology could provide genuine enhancements to capabilities, before commissioning the testing and evaluation (where necessary), procurement, and deployment of equipment. This is achieved by developing a technology strategy that closely aligns with the wider strategic objectives of the Command and by providing ad hoc advice on issues and opportunities as they arise. 

As a Senior Scientific Officer, you will identify, develop and implement technologies to aid the fight against illicit immigration. We want people who can help us build our capabilities and join us in leading others into this exciting future.

Much of the detail of what we do is classified. We can promise you will see and work with technologies that very few get to see. We work with many partners meaning our work is varied and on any given day you might be solving problems in the laboratory, or with like-minded engineers and scientists from across UK government departments.

Please note that this role is available full time  only due to the necessity for dynamic delivery based upon the ebbs and flows of the small boats migrant threat.

Person specification

This role is multi-faceted but primarily covers the following:

Identifying opportunities to utilise innovative technologies and develop to successful implementation.

Overseeing the development, implementation and operationalisation of a range of capabilities, including tactical remote piloted aircraft services (RPAS) and maritime assets focused on disrupting and preventing migrant crossings.

Working closely with partners in the UK and overseas to develop novel and untested technology. 

Working closely with the wider CTO team, including the CTO, the Chief of Staff, and the CTO’s Staff Officer; as well as operational and programme management leads in the wider SBOC team and across the Home Office.

You will help push the boundaries of cutting-edge science and technology, working on complex and sometimes sensitive projects.

A confident and clear communicator with the ability to engage with a wide variety of internal and external stakeholders. You will be a team player who is comfortable working both proactively and as part of a wider team.

Essential Criteria

Candidates are also expected to demonstrate :

  • Being innovative, introducing and improving new and current ideas. Envisioning the future, taking risks, and using logic, reason and creativity to solve problems.
  • Knowledge of IP networking and cyber security.
  • Knowledge of electronic sensors and system integration.
  • Knowledge of Artificial Intelligence (AI) and machine learning.
  • Ability to write clear and concise technical reports or papers and present technical concepts to non-experts.
  • Ability to provide professional advice in complex situations.
  • Working on complex and non-routine problems, drawing together disparate information and making meaningful technical assessments, ideally in an engineering environment.
  • Creative thinking and problem-solving abilities.

  • Experience with server and firewall configuration.
  • Experience of IP network management
  • Knowledge of Mobile Ad hoc Networks (MANET).
  • Experience with using Linux operating systems.
  • Algorithm and model development or theoretical development of ideas.
  • Experience with autonomous systems.
  • Experience of working in radar and electronic surveillance.
  • Experience of working with electro optical and infrared sensors.
  • Understanding of the maritime and aviation domain.

The sift will be held on the behaviour Changing and Improving and the statement of suitability (personal statement). The CV will not be scored.

However, if a large number of applications are received, the sift will be conducted on the statement of suitability (personal statement) only. 

The statement of suitability will be scored first for all candidates. Those candidates who achieve the minimum pass score for the statement of suitability, will progress to a further sift where the lead behaviour Changing and Improving will be scored. These candidates will therefore receive a sift score for both elements. Candidates who fail to meet the minimum pass score for the statement of suitability will not have their lead behaviour scored and will therefore only receive a sift score for the statement of suitability.

Sift and Interview dates

Flexible working
