Job summary

Support Transformation is an ambitious, transformation programme that will address both shortcomings in the effective delivery of Support, pan-Defence, and deliver £Bns of financial savings over the next 10 years. Driving change together with external consultants, industry, DE&S and the Front-Line commands, we will enable Defence to achieve greater agility and efficiency, achieving both value for money for the taxpayer and also operational advantage.

‘Business Modernisation for Support’ (BMfS) is, first and foremost, a business change and process re-engineering programme. It seeks to transition Defence from legacy processes to align with leading practice across both the commercial Support sector and with allies. This in turn allows for future Defence business processes to be underpinned by COTS, cloud-enabled, evergreen IS, integrated with the Defence Digital Backbone, cyber-secure and accessible globally. The introduction of Robotic Process Automation and AI where appropriate will remove the need for human intervention in non-value-adding tasks, and the implementation of a simple, intuitive ‘Amazon-style’ interface will reduce the need for specialist training, minimise instances of human error and improve the user experience.  

Aligned to this will be the introduction of Operational Data Services that will increase access to both current and future data. This, combined with the delivery of a coherent, assured suite of IS capabilities, will deliver a step change in data accuracy, completeness, and timeliness. Together, these are essential enablers of the wider SpTx ambition and the exploitation of AI-enabled predictive-sustainment). Standardisation with allied and industry-leading best practice, enabling integration or exchange of data, will be a key plank of delivering the MDI ambition at the heart of the Defence Support Strategy.

This challenging and professionally rewarding delivery role requires a dynamic individual with excellent leadership and communication skills with a proven track record in delivery of large scale (MOD Category A/B or equivalent) projects and programmes at pace, able to manage multiple complex projects, communicate at the strategic level and successfully engage with a wide variety of stakeholders. 

This position is advertised at 37 hours per week.

Job description

The role will lead on establishment and maintenance of the BMfS programme, programme approvals and performance measurement. Key tasks include:  

  • Provide clear leadership, direction and motivation to the BMfS programme delivery team which will include a Digital Transformation Partner as well as Crown Servants;
  • Lead on development of People focused activities across the Programme in collaboration with the PMO to include but not limited to resource management, training and development; 
  • Lead on coherence and co-ordination of SLT Team and wider BMfS Team ;
  • Lead on development and maintenance of the programme identifying, addressing and resolving conflict and problems;
  • Lead on coherence and co-ordination of information into outer offices within Major Programmes and external TLB’s. 

Strategic Command is going through a significant transformation programme which aims to improve the way the Command conducts its business and delivers for Defence and the nation. As a consequence of this, all posts within Strategic Command Headquarters and in time the wider organisation, are/will be subject to review and potential changes as we continuously improve across the period of the transformation programme. These changes may be minor or could be more substantive and will generate new opportunities.  Throughout, the Command’s transformation programme is committed to following the MOD’s framework on managing and supporting people through the change process and places an emphasis on early and open consultation and engagement with the Command’s personnel and Trade Unions.

Person specification

Qualifications/Licences (desirable): 

  • Role specific knowledge and experience equivalent to one of the following qualifications:  
    • Directing and leading large and complex transformation projects and programmes 
    • APM PQ, RPP or ChPP 
    • Managing Successful Programmes (MSP) 
    • Experience of collaborative partnering
  • Experience in the digital sector.

  • Experience of waterfall and Agile delivery methods.

  • Experience of management of People Focused activities.
