If the answer to all of these is Yes, then read on as we are currently looking to recruit two enthusiastic and pro-active Programme Benefits Manager to support the growing demand for our teams services.

The benefits team, part of the Customer Compliance Group (CCG) Transformation Directorate (TD) Enterprise Portfolio Office (EPO), drives benefits-focused transformational change across CCG, with a vision to be recognised and delivering best practice transformational change.

Job description

You will be providing high-quality Benefits Management support to CCG’s flagship Target Operating Model Programme which is bringing about transformational change across CCG. 

Planning and coordinating the activities needed to engage with key stakeholders to identify, quantify and establish ownership for beneficial changes in operational delivery. Developing key benefits management artifacts and ensuring they are produced to agreed standards. Providing input to and content for business cases.

Working in a fast passed environment across the programmes and its projects, you will be able to deliver effectively under pressure by planning and managing multiple, competing priorities, often to challenging deadlines. You will identify and analyse technical data, from which you will draw trends and conclusion, allowing you to support requirements prioritisation, assure benefits achievability and communicate benefits and performance improvement opportunities to stakeholders. Processing information quickly, working flexibly and independently, comfortable with a degree of ambiguity you will liaise effectively with and influencing decision makers.

Key Responsibilities

  • Work with key partners to support their benefits management activity and contribute to business case development.
  • Support benefits led decision making to prioritise requirements delivery within programme and project outputs and outcomes.
  • Implement programme / project benefits management strategies, considering wider organisation methodology and frameworks.
  • Work with diverse stakeholders to ensure benefits are identified, understood, owned and maximised, briefing stakeholders ahead of benefits reviews.
  • Facilitate workshops, mapping benefits and taking leadership responsibility for the development and agreement of key benefit management artifacts.
  • Facilitating sign off by benefits owners of their accountability for realisation.
  • Establish the mechanism for tracking and reporting benefits development progress and realisation throughout the project lifecycle and beyond.
  • Be a source of expert advice and support within the EPO benefits management team and the wider Directorate project community.

Person specification

Essential Criteria

You will already have experience of:

  • Working in a Benefits Management environment with relevant qualifications (APMG Managing Benefits).
  • Working with a complex workload and being able to plan and prioritize effectively.
  • Establishing and maintaining effective working relationships with key senior stakeholders.
  • Reviewing complex data, identifying issues, spotting trends or risks, and determining appropriate solutions.
  • Working in either a Portfolio Management or Programme & Project Management environment.

Desirable Criteria

You may also have experience of:

  • Working in large, complex organisational change environments.
  • Experience of working in programme or project management environments with relevant qualifications (Managing Successful Programmes / PRINCE 2 or APM Project Management Qualification).
  • Exposure to Change Management approaches.
  • Experience of presenting complex data and concepts using spoken or written communication skills.

Benefits

You have a statutory entitlement to Annual Leave, made up of 148 hours (20 days) statutory basic Annual Leave, plus 59.2 hours (8 days) statutory additional leave (Public Holidays) per leave year, under the Working Time Regulations 1998.  This is equivalent to 207.2 hours (28 days) for those working full-time. All entitlements are pro rata for those working part-time.

In HMRC, we exceed the statutory entitlement by giving full-time colleagues more than 207.2 hours (28 days) leave per year. In HMRC your ‘leave allowance or entitlement’ is made up of:

  • 185 hours (25 days) to 222 hours (30 days) (depending on qualifying service) Annual Leave (referred to as Annual Leave in this policy),
  • Plus Public Holidays and Privilege Leave.

Selection process details

Sift

In the event of a large number of applications an initial sift will be carried out on your Personal Statement to assess experience and demonstration of how you meet the requirements of the job role.

Candidates successful at application will then progress to the interview stage for a more in-depth discussion of your previous experience and professional competence in relation to the role profile. 

Interview 

Candidates invited to interview will be assessed on their skills and experience in relation to the role profile. This will be explored through Experience, Strength and Behaviour based questions.

There is no expectation or requirement for you to prepare for the Strength based questions in advance of the interview, though you may find it helpful to spend some time reflecting on what you enjoy doing and what you do well.

You will also be asked to give a 10 minute presentation at interview on a subject relating to the role. The subject of the presentation will be provided if successful at sift.

We reserve the right to raise the score required at any stage of the process in order to manage numbers.
