Office for Nuclear Regulation is responsible for all nuclear sector regulation across the UK.  ONR was formed as a new public corporation on the 1 April 2014.

The People Service Delivery Leads provide an essential operational resource taking the lead on specific work activities as well as supporting HR specialists in a range of roles. As part of the HR Directorate, you will work with other members of the HR team to deliver a professional, flexible, and responsive HR service to ONR. The People Service Delivery Lead will also work in parallel with other Delivery Leads and the People Service Manager to oversee and manage aspects of the People Services functions.

About The Role

Principle Responsibilities

  • Managing and leading on recruitment campaigns efficiently and effectively, this involves full oversight of campaigns from start to finish, including publishing/monitoring vacancies and supporting panel members/applicants ensuring processes are adhered too.
  • Undertaking a range of pre-employment checks for new recruits ensuring legal compliance, issuing of employment offers, contracts, undertaking new starter actions and supporting line managers inducting new recruits.
  • Oversight of HR support staff acting as a Delivery Lead to ensure delivery of all HR and business requirements are met in a timely and accurate manner and to quality expectations.
  • Provide information and advice to staff and line managers on HR policies and procedures in line with ONR’s staff handbook.
  • Work with the People Service manager to co-ordinate the Key Performance Indicators (KPI) data for the HR Directorate on a quarterly/monthly basis.
  • Drafting of business cases in relation to recruitment activity in People Services and managing recruitment budget expenditure payments and records.
  • Acting as a HR notetaker ensuring notes are clear and comprehensive. at formal meetings and work with senior members of HR in the involvement in staff casework issues across the organisation
  • Maintain and review HR records to ensure compliance with GDPR.
  • Overseeing the ONR Induction pack ensuring it is kept up to date with relevant information. Implementing Feedback questionnaires and feeding back results to Head of People Services
  • Provide HR Panel member support for internal/external interviews
  • Provide reactive support for a wide range of work activities across the functions.

Location / Travel

Due to the nature of this role, it is Bootle based only.

Essential Qualifications

CIPD (level 3 or above) qualified strongly preferred but we will consider applicants that can demonstrate in their application a breadth of professional HR experience. 

Essential skills

This role is suited to a capable self-starter who works well as part of a team and can work in a fast-paced environment, with exceptional communication and organisational skills. 

As a HR People Service Delivery Lead you will be handling a range of personal, confidential, and sensitive data and must always maintain the absolute confidentiality of this information.  

You will be expected to have:

  • Excellent communication and interpersonal skills with the ability to engage effectively with people at all levels in the organisation.
  • Proven ability to articulate key messages (written and verbally) to a wide range of audiences, being able to present information clearly and confidently, with the ability to proactively lead on a range of tasks/projects.
  • Ability to handle multiple tasks and prioritise effectively in a busy environment with often competing priorities, ensuring key deadlines are achieved.
  • Demonstratable experience of finding ways to improve systems and structures, identifying improvements, and simplifying processes.

Desirable Skills

  • Previous HR experience in a similar role within public sector
  • Knowledge of Applicant tracking systems
