As part of the HR Directorate, you will work with other members in HR to support the delivery of a wide range of activities as part of the People Strategy and HR Directorate Plan. These roles provide the successful individuals with a wide range of insight into a variety of HR initiatives being implemented across the organisation.

About The Role

Principal Responsibilities

Management Information and Data Analysis:

  • Providing robust, accurate management information and supporting analyses using a range of HR source data available to provide meaningful information to a wide range of internal and external ONR stakeholders, including the ONR Board, Corporate Services Leadership Team/Regulatory Leadership Team, HR Director, Government Departments and Trade Unions. This will range from routine, management information updates, to ad-hoc more complex and in-depth analyses required to inform wider HR initiatives, projects, and relevant stakeholder groups.
  • Responsible for embedding processes to monitor HR progress against Key Performance Indicators (KPI’s), feeding back outputs and mitigating actions as appropriate.
  • Leading on the development and compilation of data associated with HR Directorate KPIs, ensuring that KPIs are compiled, checked, and analysed by prescribed deadlines governance commitments. 
  • Conducting governance checks against HR policies by analysing data from various sources and progressing any issues with relevant stakeholders accordingly, this includes for example compliance with Working Time Regulations and payroll/allowance discrepancies.
  • Gathering of benchmarking data/research which will support delivery of our people projects. 
  • Lead on taking forward key initiatives such as recommendations from audits; recommendations from National Equality Standard, PIR, and development of efficiency logs. 
  • Working with the HR Business Manager and Divisional Management Team (DMT) to develop a quarterly dashboard of HR deliverables.

Job description

Staff engagement and HR support

  • Providing information, advice, and support to ONR staff and managers on HR policies and procedures ensuring that ONR’s HR policies and practices are in line with best practice cognisant of the ONR’s simplification agenda.
  • Evaluating and reviewing the operation of existing staff handbook arrangements as part of an on-going HR policy review process, in addition to conducting amendments to the staff handbook when needed, including horizon scanning, so that policies are up to date and aligned with legal requirements and best practices, ensuring that appropriate audit trails are maintained.
  • Working collaboratively with other support directorate colleagues to provide accurate, timely and engaging communications about HR and corporate matters.
  • Working with the HR Service Delivery Manager to support staff in relation to payroll and pension related queries, assisting staff with the use of our Single Operating Platform (SOP) and SSCL (third party provider for payroll) guidance, escalating any issues as appropriate.
  • Working with senior members of HR in the involvement in staff casework issues across the organisation.
  • Drafting of business cases as needed to seek approval for financial spend regarding HR initiatives.
  • Ad hoc support to the Diversity and Inclusion Group, reverse mentoring programme and administration of the Praise and Reward process.
  • Supporting the HR Service Delivery Manager in developing and implementing key strategic change projects.

HR Data Protection Compliance Lead

  • Act as the HR Data Protection Compliance Led to ensure compliance with GDPR requirements in relation to HR processes, policies, and data retention, attending the quarterly Information Asset Register Managers Forum and liaising with the Data Protection Officer and Governance team as appropriate.
  • Working across HR to ensure timely and appropriate management of HR records aligned to ONR’s record management arrangements.

Line Management Responsibilities

  • None currently, however, at this level there could be an expectation to manage staff in the future.

This post may be undertaken from a base at any one of ONR’s office locations (Bootle, Cheltenham, or London).

Job Related Expertise 

Qualifications 

  • CIPD (level 3 or above) qualified strongly preferred but we will consider applicants that can demonstrate in their application a breadth of professional HR experience.

Essential Skills

  • Proven ability to articulate key messages (written and verbally) to a wide range of audiences, including senior staff, being able to present information clearly and confidently, with the ability to proactively lead on a range of tasks/projects.
  • Demonstratable experience of finding ways to improve systems and structures, identifying improvements, and simplifying processes.
  • Ability to develop an understanding of organisational strategy and how directorate’s priorities fit in. Ensure team activities are aligned to organisation’s priorities. Actively seek out and share experience to develop understanding and knowledge of own work and teams’ business area.
  • Able to prioritise own workload, in a busy environment with often competing priorities, ensuring key deadlines are achieved.
  • Experience of dealing with staff casework issues.
  • Developed collaborating and partnering skills with the ability to influence stakeholders at all levels within the organisation.
  • A knowledge and understanding of the use of Microsoft excel, including the use of formulae.

Desirable

  • Previous HR experience in a similar role within public sector
