The Change and Technology Services (CTS) directorate brings together all of the Agency’s digital and change capability together in one place in order to deliver seamless, responsive and flexible services, enabling a fantastic customer and user experience.

The Digital Leadership function drives organisational change and digital innovation, leading to a secure, cost effective, future-facing and digital-first agency. Part of this function is a new Innovation Team, which will be focussed on exploiting technology to make transformational changes and providing digital leadership across the Agency.

Job description

This is a new and exciting role within the Insolvency Service. As part of the Innovation Team, the Digital Capability Lead will be responsible for developing and managing digital capability plans and driving improved digital literacy across the Agency. 

Responsibilities

As Digital Capability Lead, you will:

  • Be responsible for the management and monitoring of the Agency's digital capability plans, working with colleagues in the Innovation team to further develop the vision and test new approaches.
  • Maintain awareness of the latest developments in digital tools, with a particular focus on the MS O365 suite; ensuring the opportunities presented are communicated in a timely manner and through the appropriate channels.
  • Engage with capability champions across the Agency to identify digital skills gaps and provide guidance on the offerings that may be appropriate, using knowledge of the broader government offering and those available within our current tools.
  • Create and/or manage digital communities/network to support digital literacy and skills development for digital roles in the wider Agency
  • Where appropriate, deliver “hands-on” learning to Agency users, via demos, drop-in sessions, presentations and other formats.

This is a new role in the Agency, within a brand new function. As such, the responsibilities within the role may evolve over time in conjunction to the teams own evolution. All responsibilities will be commensurate with the advertised role grade.

Person specification

The successful candidate:

  • Should be able to communicate in a straightforward, honest and engaging manner, choosing appropriate styles, methods and channels to maximise understanding and impact, ensuring communication has a clear purpose and takes into account people’s individual needs and the diversity of the Agencies interests.
  • Can demonstrate involving a diverse range of colleagues and stakeholders in the successful delivery of high quality outcomes that meet the customers’ needs and gives value for money, whilst establish ways to find and respond to feedback from customers about the services provided.
  • Will be be curious and enthusiastic about the opportunities presented by digital tools and be able to pro-actively seek out opportunities to improve their own understanding and skills and that of their colleagues.
  • Should be able to proactively create and maintain positive, professional and trusting working relationships with a wide range of people within and outside the organisation.  

Essential criteria

It is essential that you have:

  • Strong understanding of digital tools and technologies, especially Microsoft Office 365 products.
  • Excellent communication and presentation skills.
  • The ability to work independently and as part of a team.

Location

The post can be fulfilled from any of the Insolvency Services proposed 11 regional centres (London offices are open only to current Insolvency Service staff).

The post is fulfilled on a hybrid basis, with office attendance expected for a minimum of 60% of the successful candidates time, in line with the Agency's hybrid working policy.

Attendance at other locations, including INSS regional centres and non-INSS locations, as required, will be expected as part of the role.

Selection process details

This vacancy is using Success Profiles (opens in a new window), and will assess your Behaviours and Experience.

Your personal statement should be no more than 500 words and should explain how you consider your personal skills, qualities and experience provide evidence of your suitability for the role, with particular reference to the essential criteria and our values within the person specification.

Transforming Workplaces

The Insolvency Service is currently delivering an exciting five-year transformation project that started in April 2022 which will define our future direction supporting a gradual migration to a Regional Centre model combined with smarter ways of working. As part of this, transforming our estate will align us with the government modernisation programmes making The Insolvency Service a great place to work.  

We are letting you know about our future plans because if you are joining the Insolvency Service and are recruited into an office over the next five years that is not one of the Regional Centres, you will be expected to move to one of the Regional Centres in the future. This move would not attract financial assistance.

Hybrid Working

Insolvency Service operates a hybrid working policy subject to business need, giving people the flexibility to choose when and where they work and collaborate with others.

Individuals are expected to work from one of the office locations stated in the advert to connect with their colleagues, as required by their role and business team needs. There is flexibility to split the working week, spending a minimum of 60% in the workplace, which includes the office, site visits, court etc.
