Job summary

It is an exciting time for HM Land Registry as we continue on a major transformation programme. HMLR's ambition is to become the world’s leading land registry for speed, simplicity and an open approach to data.

Planning, Delivery and Performance is a new group set up within the Technology and Transformation Directorate (T&T). Within T&T, the Planning, Delivery and Performance team is responsible for understanding future demand and creating and maintaining mixed models of delivery to meet the needs of the business. They are responsible for allocating work to those mixed models of delivery, measuring the relative performance of each model and continuously driving through performance improvements.

They control how in excess of £50m of investment is spent each year on the delivery of technology solutions. This includes managing the performance of critical third parties through the oversight of commercial contracts.

HM Land Registry (HMLR) are recruiting for an Associate Planning and Delivery Lead to join the Transformation and Technology Directorate, working within the Planning, Deliver and Performance Team, who are responsible for understanding future demand pressures on HMLR and creating and maintaining mixed models of delivery to meet the needs of the business. 

In this role you will support the Planning and Delivery Team to ensure the pipeline of work is up to date, there is capability and capacity across the directorate and more broadly across the business and the strategic workforce plan is updated to support business need.

Job description

This is a busy role providing variety within day to day tasks, requiring stakeholder, management and organisational skills, with the ability to work at pace on several different activities.  As part of this role, you will work with stakeholders across HMLR which will give you an opportunity to build knowledge and relationships across a variety of different business areas.  

The Planning and Delivery team is a relatively new team, which provides scope for you to shape the ways of working and the responsibilities you take onboard. The role provides scope for collaboration as well as independent work, with a clear progression route mapped.

Main duties

  • Responsible for creating monthly financial journal covering in excess of £1m, from the teams centralised budget to the appropriate project and/or programme. 
  • Lead on monthly resource management meetings with Heads of Practice to gather information and encourage cross-team collaboration on specific areas of interest. This will specifically involve holding key stakeholders to account on their current and future resource plans.
  • Responsible for gathering necessary information in a timely manner from key stakeholders to feed into the Strategic Pipeline to give a strategic overview of the work being undertaken in Transformation and Technology.
  • Responsible for direct line management of EO in the Planning and Delivery Team.
  • Responsible for quarterly reporting of strategic resourcing planning updates and to lead on elements of the yearly planning and business context sessions. 
  • Manage devolved budgets and travel requests from external delivery partners 

Attendance at meetings and conferences across the HM Land Registry estate and at other locations will be a feature of this role, including occasional overnight stays. You will need to be flexible with your working hours to meet business requirements.

HMLR believe that a blended approach to where you work that enables some time working from home, as well as in the office may give you an improved experience and has clear business benefits, but generally we expect everyone to typically spend at least 60% of their working time in the office.

Person specification

To be successful you will be able to demonstrate a track record of collaborative working and excellent communication skills, working across all levels including senior management.  You will be a self-motivated individual who can remain calm under pressure and handle multiple and competing priorities.  You will have awareness of project and programme governance and practical knowledge and experience of making the best use of information to interpret data to make informed decisions.  

You will be proficient in MS Excel and have experience of the use of MI Data for drafting reports.
