Job description

The Department for Science, Innovation and Technology (DSIT) is a newly created department on 7th February 2023. DSIT's scope is unique as a newly created Science, Innovation and Technology department and you would be working for a team responsible for establishing the finance function and ensuring business continuity across all aspects of finance, including financial management, financial reporting, internal controls, financial governance, business processes and systems.

The Financial Accounting function are looking for an outstanding finance professional with the required experience, skills and personal qualities for a Higher Executive Officer (HEO) Financial Accountant role, within the Financial Accounting team.

This is an important role within the finance function requiring the ability to work as part of a team to maintain the integrity of the Core Department’s ledger and working with the Financial Reporting Team to ensure that the Department group accounts are prepared.  The Financial Accounting team also provide expert accounting advice to wider finance teams within the Department, providing information used to inform key decisions.

You will be entitled to the benefits of working for the civil service including flexible working and the option to join the civil service pension scheme. Along with 25 days annual leave, growing by 1 day for each year of service up to 30 days leave entitlement.

DSIT Financial Accounts, Controls & Systems, which is a central team within the Finance Directorate that support the Core Department and its Partner Organisations: Financial Accounting, Financial Reporting, and Financial Controls and Assurance.

Person specification

- Managing and maintaining aspects of the Core Department’s general ledger and financial statements
- Engage effectively with the wider finance team and Finance Business Partners
- Lead on preparing parts of the DSIT annual report and accounts
- Provide high quality assistance to the finance team to prepare parts of the annual report and accounts
- Engaging with DSIT's external auditors, the National Audit Office (NAO), to ensure the audit process runs efficiently
- Assist with the completion of Whole of Government Accounts

Skills and experience

The successful post holder will be able to deliver at pace, whilst working together with a range of partners, representing the financial accounting team.

Successful candidate will be a driven, collaborative colleague, with good attention to detail, the experience of working to tight deadlines and the ability and communication skills to build strong working relationships at all levels across the DSIT family.
You will be passionate about great public services and delivering on the DSIT objectives.

Essential skills and experience:
- Experience working in a busy transactional environment with elements of finance in the role.
- Some experience of double entry accounting.
- Excellent record keeping abilities and ability to pay close attention to detail even when completing transactional tasks.
- Strong organisational skills, ability to manage conflict/ urgent tasks and manage expectations. The ability to remain professional whilst working and delivering at pace and a willingness to meet challenging deadlines.
- High levels of interpersonal skills, ability to build and maintain strong working relationships with stakeholders, demonstrating an ability to engage effectively and influence others.
- A team player, willingness to work collaboratively, reliable and consistent to produce quality outcomes.
- Experience of using own initiative to complete tasks to a high standards.
- Strong Excel skills.

Desirable skills and experience:
- A part qualified accountant or AAT qualified;
- Experience of using a financial ledger system;
- Preparation or audit of Central Government or public sector financial statements.
