Job summary

Transport Scotland is the national transport agency, seeking to deliver a safe, efficient, cost-effective and sustainable transport system for the benefit of the people of Scotland. Transport Scotland is accountable to Parliament and the public through Scottish Ministers, with a budget of around £2 billion per year. Transport is a vital feature of the Scottish Government's focus on increasing sustainable economic growth, and transport investments and policies have major impacts on the economy, people, and the environment. Transport Scotland’s Roads Directorate is responsible for the operation and maintenance of the trunk road network. Within the Roads Directorate, the Asset Management Team is responsible for developing and implementing asset management practices in relation to trunk roads. Our Road Asset Management Plan (RAMP) sets out the level of service we intend to provide on the trunk road network alongside the work and investment required to achieve this: https://www.transport.gov.scot/media/32978/j408891.pdf  To help us deliver our responsibilities we are seeking a suitably a qualified and experienced applicant to fill the civil engineering post of Asset Manager (Geotechnical) within the Roads Directorate. This an exciting and challenging post with opportunities to have an influence and impact on the delivery services.

Job description

• Provide technical expertise and direction to Transport Scotland project managers on geotechnical matters; assist in the procurement and management of framework contracts for Ground Investigation and Geotechnical Certification; assisting colleagues, where needed, with call-offs from the framework and tender evaluation.

• Contribute to Transport Scotland’s obligations in refreshing design standards and specifications (including the DMRB and MCHW) including liaison with other trunk road Overseeing Organisations.

• Lead on the application of asset management principles to the maintenance and management of trunk road assets including the development of new management processes to improve efficiency and effectiveness.

• Support the progression of ongoing projects aimed at enhancing the stability of landslides, rock slopes and other geohazards across the trunk road network.

• Support Transport Scotland’s response to climate risk and targeting Net Zero by contributing to the Climate Change Adaptation Programme and the Vulnerable Locations initiatives.

• Lead on, engage with, and report on any ongoing and emerging research activities on geotechnical matters.

• Leading on and co-ordinating the development of robust long-term financial investment strategies for geotechnical trunk road assets; communicating the output effectively at all levels.

• Support development of Asset Management Systems to ensure alignment with the latest developments in asset management and innovative technology for geotechnical, drainage and other assets.

Person specification

Qualifications Required
You must hold a suitable degree in Civil Engineering, or equivalent, and be a chartered member of an appropriate professional body and registered with the Engineering Council.

1. Strong communication skills (both written and oral); comfortable presenting complex matters to a diverse network of stakeholders.

2. Ability to network and manage constructive and collaborative relationships with a range of internal and external groups, agencies and individuals.

3. Capable of collating and organising evidence and information from a variety of sources in order to inform the development or improvement of processes, policies or guidance.

4. Experienced in the provision of geotechnical advice and familiarity with design standards with respect to ground engineering and geotechnical works.
