Job summary

The Ministry of Defence employs over 50,000 Civil Servants. Within that, the Army Top Level Budget (TLB) employs around 7,000 MOD Civil Servants located at over 300 locations. Ours is a diverse workforce, with roles ranging from trainers, human resources, teachers, and psychologists to storekeepers, financiers, project and programme managers, and policy secretariat staff. There are many different functions and professions delivering key outputs for the Army. 

The Land Warfare Centre (LWC) Business Centre is looking for a motivated and driven individual to join the Performance Management Team. 

This is an exciting opportunity to become part of a small team of civilians responsible for the Performance and Contract Management of a diverse portfolio of contracts. 

This role will initially be involved in those contracts that provide support across the entire training pipeline, from which training establishments can demand role players (RPs) to simulate realistic scenarios using a variety of different role player types of different nationalities and ethnic back grounds including other nations/allied forces.  As a key team member working alongside military and civilian personnel, you will play a pivotal role in monitoring contract performance to support the delivery of Individual and Collective training.

 The post is advertised at 37 hours per week.

Job description

The role will provide the job holder with excellent career development opportunities in a busy working environment, working closely with key stakeholder areas both internal and external, forming effective relationships, influencing decision making, providing support and advice, scrutiny, and analysis in order to support LWC objectives.

Key responsibilities will include, but not limited to:

  • Monitor financial performance of the contract.
  • Process customer demand orders.
  • Undertake financial forecasting.
  • Scrutinising and processing invoice payments.
  • Supporting the customer feedback process through collecting and analysing contractor performance data.
  • Hold contractors to account.
  • Undertake audit and assurance of services delivered, ensuring value for money is achieved (some occasional travel / overnight stays may be required).
  • Line management responsibility for 1 x Administrative Officer (AO).
  • Assume the responsibilities of the Higher Executive Officer (HEO) during periods of leave or absence.

Person specification

We are looking for someone that has experience of finance practices / procedures such as a budget manager or similar role.

Applicants need to be proficient in the use of Microsoft Office Suite in particular Excel. 

Proficiency in additional specialist MOD software applications will be required but training will be given.

The position holder should be a great teammate with strong communication skills to engage effectively and establish strong links with internal and external stakeholders.

The Personal Statement should provide evidence of the previous knowledge of finance / admin experience.

The MOD Financial Skills Certificate is to be obtained within 6 months of taking up the post. There will opportunities to take up an apprenticeship, e.g. Association of Accounting Technician (AAT).
