Job description

The Financial Reporting team are looking to recruit an outstanding finance professional with the required experience, skills and personal qualities as an Annual Report Production Officer (HEO).

This is a critical role within the finance function requiring the ability to organise and work with the internal team and various stakeholders to produce the annual reports and accounts accurately and in a timely manner. The role provides an excellent opportunity to take a leading role in the production of the Departmental accounts and build strong relationships with internal stakeholders and wider partners.

DESNZ Financial Reporting sits within the Efficiency, Corporate & Reporting function of the Finance Directorate and supports the Core Department and its Partner Organisations in all financial accounting and reporting matters, including the production of the Department’s Annual Report & Accounts.

Person specification

- Manage and quality assure Partner Organisations financial and non-financial submissions, collected through the consolidation data collection tool at interim and year end;

- Engage effectively with the wider finance team, the Core Department and external Partner Organisations within the group;

- Ensure all technical aspects of the accounts production process are consistent with HM Treasury guidance and specifically the requirements of the Financial Reporting Manual (FReM);

- Provide technical accounting advice under International Financial Reporting Standards (IFRS) and guidance to a variety of partners around the Department;

- Where appropriate, collaborate closely with HM Treasury colleagues on technical issues and cross government accountancy issues;

- Assist in Boundary and classification advice;

- Prepare accounts and financial statements for DESNZ minor bodies;

- Engage with the external auditors, the National Audit Office (NAO), to ensure the audit process runs efficiently.

Skills and experience

The successful post holders will be able to deliver at pace, whilst working together with a range of partners, acting as the face of financial accounting and reporting.

They will be able to make effective decisions in providing sound advice on the application of accounting standards (as interpreted by HM Treasury), to ensure the Department's financial records are free from errors and the annual accounts are laid pre-parliamentary recess.

Successful candidates will be a driven, collaborative colleagues, with good attention to detail, have experience of working to tight deadlines and the ability and communication skills to build strong working relationships at all levels across the DESNZ family. You will be passionate about great public services and delivering on the DESNZ objectives.

Essential Skills

- Fully or part qualified accountant (CCAB or equivalent);

- Experience of International Financial Reporting Standards and FReM;

- Strong Excel skills;

- Strong presentation skills.

Technical Skills (will be assessed at interview stage)

- The ability to accurately create a double entry journal

- The ability to identify the audit evidence required to support a transaction

Desirable Skills

- Preparation or audit of Central Government or public sector financial statements

- Effectively managing the system and data on Oracle system including the operating environment relating to the annual report and accounts. e.g. EPM and CDM.
