Job summary

We currently have an opportunity for Analysts to join our team. As part of Ofgem, you will be working to provide cost analysis to inform the company’s future regulatory design decision-making. Working to apply your knowledge of regulation in electricity and gas networks, your role will include leveraging these cost assessment techniques beyond network price control setting and operations. Supporting the shaping of Ofgem’s ongoing development and implementation of cost modelling, you will identify and develop effective solutions to define and justify suitable benchmarks across the company. Providing oral and written briefings to the team on key issues, you will work closely with policy, regulation, finance and legal colleagues to deliver desired results.

The ideal candidate will have strong analytical abilities, and both quantitative and qualitative skills. You will be able to demonstrate the ability to think critically and analyse complex data, and have experience in developing robust cost assessment approaches and applying cost assessment techniques in practice, including but not limited to econometric analysis. This is a multi disciplined role, where you will work closely with your team to play a key part in ensuring Ofgem’s regulation of the energy networks and beyond to enable a wider transformation into Net Zero in the coming years.

Job description

Purpose

  • Provide analysis to inform Ofgem’s future regulatory design decision-making.
  • Support shaping Ofgem’s ongoing development and implementation of cost and policy assessment for longer term network price control setting and operations.
  • Deliver a set of work deliverables on time and to a high standard through effective project management and support of multidisciplinary team members.

After the initial deployment, you will have the opportunity to work flexibly across Ofgem as a member of your Profession, working on cross-Ofgem projects, and/or in teams that require your skills and expertise.

Key Responsibilities:

  • Supporting the development of our approach for the next set of price controls and their operations including identifying and developing effective solutions to address significant regulatory and/or commercial issues and potential challenges, across all network companies.
  • Providing oral and written briefings to Networks’ and Ofgem’s boards and committees on key issues, working closely with policy, regulation finance and legal colleagues.
  • Liaise with network companies on a regular basis to help refine and develop our approach.
  • Taking a leading role in project management in the team and representing Ofgem at relevant industry events, seminars and working groups.

Person specification

  • Excellent analytical skills, both quantitative and qualitative, with demonstrated ability to think critically, validate and analyse complex data, and to challenge and sense check results. (LEAD)
  • Strong written and oral communication skills, with the ability to communicate technical information clearly and concisely and to work collaboratively to solve problems. (LEAD)
  • Excellent project management skills and ability to use these to successfully deliver work in challenging timescales.
  • Proficiency in Excel or programming languages and databases.
