Job summary

Ofgem has an excellent opportunity to see how your analytical thinking and insight can make a real difference to energy consumers, and our work to decarbonise our energy supply. We currently have an opportunity to be part of our Retail Price Protection Team, which monitors new developments and trends in the energy retail market to consider how they impact on consumers establish a sound evidence base for policy development, and ensure energy suppliers are compliant with existing price protection mechanisms. You can make a valuable contribution to this work – monitoring and reporting on competition and consumer protection indicators, and you can expect plenty of contact with industry stakeholders, consumer bodies and the wider Ofgem team. It’s a fantastic platform to build your understanding of the energy sector and develop your professional skills and experience.

To support the delivery of the portfolio and the achievement of organisational objectives, you will collaborate closely with various teams within the organisation, engaging with a range of internal and external stakeholders including technical specialists, and government and regulatory bodies. Your role will also entail managing risks and resources to ensure smooth portfolio delivery and support for the teams working towards our objectives.

We’re looking for somebody who has comprehensive quantitative and qualitative analytical skills, and the ability to analyse complex concepts, great excel skills with the ability to communicate to stakeholders at all levels as well as a proven ability to manage and make decisions that align with organisational priorities.
You will be able to work collaboratively with colleagues, effectively managing projects to plan and oversee set deliverables to a high standard, and communicate complex information and data to support the wider team with delivery of outcomes.

Job description

The default tariff cap was introduced in January 2019 and protects over 15 million customers on default tariffs. Our team works collaboratively updating the cap methodology to ensure changes in the market are reflected in the cap design where needed. In doing so, we put consumer protection at the heart of our decision making. We aim to ensure default tariff customers are charged a fair price.  

Changes to the design of the price cap 

The default tariff cap was introduced in January 2019 and currently protects around 26 million customers on default tariffs. Our team works collaboratively updating the cap methodology to ensure changes in the market are reflected in the cap design where needed. In doing so, we put consumer protection at the heart of our decision making. We aim to ensure default tariff customers are charged a fair price.  

The Price Cap Policy teams are responsible for: 

  • Developing policy changes for the price cap methodology, including assessing policy options, carrying out detailed analysis and modelling changes to the cap. 
  • Planning and implementing changes following clear consultation processes. 
  • Working closely with internal colleagues to provide price cap expertise. 
  • Setting the strategic direction of the cap in line with other Retail priorities. 

    We work collaboratively across the wider price cap teams to implement policy changes to the cap in line with consumers’ interests, and to consider what measures could follow the default tariff cap and how this links into Ofgem’s strategy. The team carry out an interesting mix of policy design, analysis, drafting and external stakeholder engagement, while working closely with colleagues across Ofgem. To be successful at the role, the successful candidate will be able to navigate and understand complex models quickly, will have a strong track record of delivering analytical outputs in a fast-paced environment and will be able to communicate complex information effectively to a range of internal and external stakeholders.

    We are hiring Analysts to play a role in developing and delivering policy changes for Price Cap updates. We work flexibly, providing ample opportunities to work on a range of important analytical and high-profile work related to the price cap. 

    Person specification

    Key Outputs and Deliverables 

    • Responsibility for developing and evidencing changes to price cap policy. 
    • Produce high quality internal working papers to support senior management and the Authority’s decisions; and also produce high quality external documentation including statutory consultations. 
    • Plan for and complete expert quality analysis to assess policy options. 
    • Provide expert, authoritative, impartial and accurate information and analysis to support wider team deliverables. 
    • Identify interdependencies and work collaboratively with other experts across Ofgem. Engaging with policy teams and legal advisors. 

    Essential Criteria

    • Analytical skills – Strong quantitative skills using a range of methods and demonstrable experience of conducting complex analysis / modelling (Lead criteria). 
    • Communication skills – the ability to communicate complex and often technical issues clearly and effectively with both experts and non-experts. 
    • Stakeholder management skills - ability to communicate credibly and effectively with stakeholders at all levels as part of a targeted stakeholder management strategy. 
    • Policy skills – policy analysis and policy writing skills with demonstrable application of those skills to policy development, consultation, decision-making processes and implementation. 
    • Organisational skills – proven experience of working at pace, including the ability to proactively prioritise, plan and schedule complex tasks and demonstrate problem solving skills and ownership of work areas. 

    Desirable Criteria

    • Energy industry or regulatory expertise – good understanding of the price cap and experience of working on energy policy and/or regulatory issues, either in government/regulator or in industry.
