Job description

This is an exciting time to join HMRC as we are currently working to build and deploy a new service- Investigation, Detection & Risking System (IDRS) utilising integrated SAS VIYA tools. You will join a RIS Configuration Team who are configuring the tools and data for 6500+ end users.

You will lead a scrum team to ensure that products are delivered to time, quality and cost using Agile ways of working.

You will work closely with technical delivery partners to deliver IDRS as a service and adopt DevOps methodologies to continue to expand the capability.

The Agile Delivery Manager will report to the Senior Delivery Manager in RIS Analysis but be required to work closely with stakeholders from other teams to ensure that the optimum service outcomes are determined and delivered.

Key Responsibilities:

  • Enabling a Scrum team, under a DevOps model, to deliver to time, quality, and scope. These will include maintenance, service level requests and enhancements as well as resolving incidents where CREST are responsible.
  • Removing blockers from the Scrum team to maintain delivery momentum and escalating to Service Delivery Managers and specialists when necessary.
  • Capturing metrics for the team to assess progress against delivery.
  • Working with wider delivery team to define the roadmap for delivery.
  • Working with wider delivery team and the business to translate this into actionable user stories for sprint plans.
  • Leading a collaborative, dynamic planning process for each sprint, helping scrum team members to prioritise and self-organise around the work that needs to be completed against their capabilities and velocities.
  • Facilitate regular agile meetings such as Sprint Planning, Daily Stand-Ups, Sprint Review and Sprint Retrospectives.
  • Collaborating with other scrum teams, under the DevOps Model to assist with above deliverables.
  • Be open to recommend other Agile Methodologies that can support delivery.

The successful candidate will be able to demonstrate the following skills:

  • Proficient in using agile methodologies to support delivery of a team.
  • Ability to coach and mentor team members using Agile best practice techniques.
  • Communication skills is key to be able to manage stakeholder expectations on outcomes to achieve benefits and can be flexible in your approach.
  • Maintaining delivery momentum. Able to facilitate the delivery flow of a team.
  • Actively addressing blockers within the Scrum team and collaborating with other scrum teams where necessary.
  • Prioritise the most important or highest value tasks as directed by Product Owners.
  • Utilise requirements and user stories to inform planning.
  • Utilise tools such as Jira for monitoring progress and producing metrics and ability to utilise those metrics to communicate progress against deliverables.

Essential Criteria:

To be considered for this role, you must be able to demonstrate:

  • Extensive experience of utilising various Agile delivery principles to deliver I.T. services or projects.
  • Extensive experience of agile and lean practices.
  • Extensive experience of leading and managing agile delivery teams ensuring that the teams plan proactively and appropriately.
  • Ability to listen to technical and business stakeholders and interpret their needs to manage stakeholder expectations. Manage active and reactive communication and host difficult discussions within the team or with diverse senior stakeholders.
  • Extensive experience of removing blockers for an internal team to aid delivery and actively address internal and external risks, issues and dependencies including where ownership exists outside the team.

Desirable Criteria:

  • Agile (Practitioner level) qualification, certified Scrum Master or equivalent qualification

2. Interview (via Microsoft Teams)

If you are successful at the sift stage, you will be invited to a video-based interview.

The interview will include a 10-minute presentation on your use of Agile delivery principles, which you should prepare in advance (please use Power Point or Word), with some follow-up questions from the panel.

Your presentation should demonstrate where you have used Agile delivery principles to deliver IT services or projects which delivered a significant business benefit. The interview panel will include technical and business colleagues who will assess the techniques used and your ability to engage and explain your approach to business experts.

You may like to send a copy of your presentation to the job contact email address below a day or so before your interview, to enable to panel to share on your behalf in the event of any technical issues on the day. This will not impact your score.

The remainder of the interview will consist of a series of questions to assess your skills, experience, and suitability for the role including:

  • Maintaining delivery momentum - your ability to facilitate the delivery flow of a team and addressing blockers.
  • Communication and managing stakeholder expectations.
  • Coaching and mentoring team members using Agile best practice techniques.
  • Your experience using a variety of agile methodologies.

Your interview will last approximately 1 hour.
