Job summary

We are currently looking for an Accounts Receivable Manager to join our Finance Function within the Corporate group.

 

This is a full-time opportunity, on a permanent basis. The role will be based in 10 South Colonnade, Canary Wharf London, E14 4PU. Please be aware that this role can only be worked in the UK and not overseas.  

Government departments and agencies are working towards implementing a minimum 60% attendance in office sites.

We are currently implementing a flexible, hybrid way of working, with a minimum of 8 days per month working on site to enable the collaboration and contact with partners and stakeholders needed to deliver MHRA business. Attendance on site is driven by business needs so depending on the nature of the role, this can flex up to 12 days a month, with the remainder of time worked either remotely or in the office. Some roles will need to be on site more regularly.

The salary for this role is £42,869 p.a. + an Accountancy Allowance of £4,000 (qualified candidates) or £2,000 (part qualified candidates). Please discuss with the hiring manager before accepting an offer.

The Medicines and Healthcare products Regulatory Agency enhance and improve the health of millions of people every day through the effective regulation of medicines and medical devices, underpinned by science and research.  

The core purpose of the Finance Division is to ensure public funds are spent wisely and that the Executive and the Board make informed decisions about costs and investments than bring public value outcomes. 

The services Finance provides range from Finance Operations, through to Accounting, Reporting and Control, Strategic Finance, Finance Business Partnering and Risk and Assurance.

The Finance Operations function is responsible for ensuring that the agency has effective processes and systems in place to accurately process financial transactions and report financial performance to the business. This area is also responsible for driving continuous process efficiencies and improvements across the function, delivering maximum value for the Agency and ensuring robust controls are in place. The Finance Operations function comprises all transactional teams in finance, namely Accounts Receivable, Accounts Payable, Cash Management, Transaction Procurement and Systems Support.

Job description

What’s the role?

 

The Accounts Receivables team is part of Finance Operations functions and is responsible for billing and collections of payments due to the Agency.

The purpose of this role is to provide strategic leadership and management to the Accounts Receivables area ensuring it meets key performance metrics such as error-free processing, efficient cash allocation and timely settlement of debtors, whilst providing high quality service to internal and external customers. This role is also responsible for developing and improving processes and controls in the function.

Key responsibilities: 

  • Provide leadership, direction and motivation to the team
  • Strong individual performance management and delivery of an environment that encourages high achievement as well as job satisfaction
  • Manage the relationship and output of the agency’s debt collections agencies.
  • Lead month-end close activities for the receivable’s ledger, ensuring the ledger is closed and reconciled to timetable.
  • Act as a work stream lead for all O2C transactions, ensuring that the AR team function is operating efficiently and effectively, in accordance with the Agencies’ Debt Management Strategy principles and that robust systems of control are in place.
  • Focus on streamlining current collection processes and implementing changes in policies where necessary
  • Lead of and support any internal projects and process and system changes to improve the efficiency of the O2C process
  • Standardise and document O2C processes – develop and document all relevant processes and ensure there are standard operating procedures in place for all areas

Person specification

Our successful candidate will have: 

  • Substantial knowledge of credit control and debt management strategies, and of Oracle Fusion or similar accounting systems
  • Experience of Credit Control and complex Accounts Receivable Ledger management
  • Proven leadership and management skills coupled with excellent interpersonal skills to deliver complex and sensitive information to various stakeholder groups
  • Experience of delivering change across complex organisations and diverse teams.
  • Substantial experience of leading Financial Transactions teams with a demonstrable track record of managing change and improving performance through technical know-how and analytical skills.
