The Scottish Government is committed to Dualling the A9 between Perth and Inverness and as we gear up to commence the construction phases, we have identified a need for a Team Leader to head up a team of engineers and specialists responsible for the delivery of the Central and Northern sections of the A9 Dualling delivery plan.

Job description

The A9 Dualling Delivery team within Transport Scotland’s Major Projects Directorate Transport Scotland is responsible for procurement and construction including contract management of the A9 Dualling Programme.  
The A9 Dualling Programme is progressing at pace with award of the A9 Dualling: Tomatin to Moy project expected in July 2024 and the procurement for the A9 Dualling Tay Crossing to Ballinluig underway and preparations to commence the procurement for the A9 Dualling: Pitlochry to Killiecrankie section also underway.
 
Ahead of the main works for each of these packages, we also expect to deliver a range of advance works packages to help de-risk our programmes.
 
It is an exciting time for the team as we set the ground works to enable delivery of the Scottish Governments A9 Dualling Delivery plan to complete the A9 Dualling between Perth and Inverness by 2035.
 
To help us deliver our responsibilities we are seeking a suitably qualified and experienced applicant to fill a team leader role within our A9 Dualling delivery team in the Major Projects Directorate. This is an exciting engineering position, that will directly contribute to delivery of the Scottish Governments A9 Dualling Delivery plan to complete the A9 Dualling between Perth and Inverness by 2035.

Person specification

• Procuring certain works, services and supplies contracts with overall responsibility for managing the various stages of the procurement process from the development of the procurement strategy to contract award, alongside contract implementation and management in line with relevant Public Procurement Legislation.
• Leading and developing teams (both internally and externally) to ensure objectives are delivered. This will include major works and service contractors, as well as those providing advice on matters such as due diligence, contract changes, claims and negotiation and, if necessary, dispute resolution procedures.
• Developing and maintaining close links with a wide range of internal and external stakeholders, including a wide range of business areas in Transport Scotland and the Scottish Government, alongside direct liaison with Ministers and senior management.
• Promoting sustainability through the delivery of major projects and services.
• Assisting and briefing senior staff and Ministers; attending engagements where necessary; this involves deputising during events or meetings where necessary.
• Responsible for preparing all necessary briefings and dealing with correspondence relating to projects within the portfolio.

 
Essential Criteria
1. Significant, relevant demonstrable post-chartered experience in the delivery of major road or bridge projects from the perspective of the client, client’s consultant, designer or contractor (experience must include contract management, risk management and management of technical advisors/specialists)
2. Experience of procurement in relation to major civil engineering projects, 
3. Demonstrable financial management skills on high value or high-risk projects.
4. Applicants should be able to demonstrate an ability to influence at all levels within the organisation and have experience in providing advice and support to senior management.
