Transport Scotland is the national transport agency, seeking to deliver a safe, efficient, cost-effective and sustainable transport system for the benefit of the people of Scotland. Transport Scotland is accountable to Parliament and the public through Scottish Ministers, with a budget of around £3.5 billion per year. Transport is a vital feature of the Scottish Government's focus on increasing sustainable economic growth, and transport investments and policies have major impacts on our economy, environment, and society. The Major Projects Directorate within Transport Scotland is responsible for the design, assessment, promotion, procurement and construction of major transport infrastructure projects included in the current Scottish Motorway and Trunk Road Programme and new projects emerging from the second Strategic Transport Projects Review (STPR2).  The Directorate also leads and advises on procurement and contract management matters for Transport Scotland. The Directorate is currently responsible for the delivery of a number of high profile and technically challenging programmes and projects including the A9 Dualling Perth to Inverness Programme, A83 Rest and Be Thankful, M8 Woodside Viaduct and improvements to the A96 between Inverness and Aberdeen.  The Directorate is also involved in early development and business case work on Clyde Metro, Active Travel Infrastructure and Bus Priority on the Trunk Road Network.

Transport Professional Pay Supplement This post attracts a £5,000 pay supplement (pro rata).

Job description

We currently have an urgent requirement for an A9 Dualling Programme Delivery Team Lead. This is an exciting and challenging engineering position, delivering a key Scottish Government commitment providing a unique and exciting opportunity to work with Transport Scotland’s senior management team and key strategic leads on the challenging A9 Dualling Programme. 

The post holder will be responsible for the following:
• Procuring certain works, services and supplies contracts with overall responsibility for managing the various stages of the procurement process from the development of the procurement strategy to contract award, alongside contract implementation and management in line with relevant Public Procurement Legislation.
• Leading and developing teams (both internally and externally) to ensure objectives are delivered. This will include major works and service contractors, as well as those providing advice on matters such as due diligence, contract changes, claims and negotiation and, if necessary, dispute resolution procedures.• Developing and maintaining close links with a wide range of internal and external stakeholders, including a wide range of business areas in Transport Scotland and the Scottish Government, alongside direct liaison with Ministers and senior management.• Promoting sustainability through the delivery of major projects and services.• Assisting and briefing senior staff and Ministers; attending engagements where necessary; this involves deputising during events or meetings where necessary.• Responsible for preparing all necessary briefings and dealing with correspondence relating to projects within the portfolio.

Person specification

You must hold a suitable degree in Civil Engineering, or equivalent, and be a chartered member of an appropriate professional body and registered with the Engineering Council.

Essential Criteria

1. Significant, relevant demonstrable post-chartered experience in the delivery of major road or bridge projects from the perspective of the client, client’s consultant, designer or contractor (experience must include contract management and risk management ).2. Experience and knowledge of public sector procurement in relation to major civil engineering projects, including at least two of the following in relation to high-medium risk and/ or high-medium value works contacts: development of procurement strategies, tendering under EU and/or Scottish Public Procurement legislation, contract management and dispute resolution.3. Demonstrable financial management skills on high value or high-risk projects.4. Applicants should be able to demonstrate an ability to influence at all levels within the organisation and have experience in providing advice and support to senior management.  Minimum Time in Post You will be expected to remain in post for a minimum of three years unless successful at gaining promotion to a higher Band or Grade. In the event that further posts are required, a reserve list of successful candidates will be kept for up to 12 months.  LocationThis post is based in Glasgow, with hybrid working in line with current Transport Scotland policies. You will be required to visit contractors site offices, as necessary, for the role.

The post is a full-time role, but staff with different working patterns are invited to apply, and we will assess proposed working patterns against the business requirements for this post.
