Person specification

  • To support Cadw’s Head of Historic Estate in the achievement of Cadw’s Estates & FM section targets and contribute to the wider Properties in Care targets.
  • Manage the estates administrative support team (2 x TS posts) to ensure delegated resources are deployed appropriately, effectively and responsibly. Ensure the Cadw Estates mailbox is managed effectively, taking appropriate and timely actions / responses in relation to queries received.
  • To liaise with and be the main point of contact with Cadw’s Historic Environment Branch, Cadw’s Conservation Works Managers and Facilities Management Managers to ensure appropriate and timely action in relation to matters identified by or reported to Cadw in relation to sites in Cadw’s care.
  • To identify, record and convey clear, timely and informed advice to Cadw’s Senior Management Team on estate’s maintenance and legal obligations including guardianship responsibilities and on property ownership liabilities and ensure that the terrier plans are always accurate and up to date.
  • Provide support to the Head of Historic Estates in the preparation and management of joint management agreements, tenancy agreements and leases and lead on negotiations when required by the Head of Historic Estates.
  • Arrange a programme for the annual review meetings with freeholders, tenants or landlords and act as their first point of contact.
  • Maintain accurate, up to date records on property rentals.
  • Ensure all property transactions are undertaken in a compliant manner, instructing internal legal advisers to achieve timely completion where required.
  • To manage Cadw’s Wales-wide key-keeping contracts for unstaffed sites, providing timely updates to the Head of Historic Estate. Provide support to and maintain regular communication with contractors requiring access to the key keeper sites.
  • Working closely with the Head of Health & Safety, lead on the day to day management of personal injury or compensation claims made against Cadw, by providing appropriate advice and guidance to Custodians, ensuring that accident reporting procedures are robust and adequate.
  • Act as the lead official with Cadw’s Legal advisors for internal and external claim correspondence.
  • Ensure that accident reports are properly recorded, investigated and that the accident database held in conjunction with the Central WG H&S team is regularly and properly maintained.  
  • To manage the estates & property revenue budget, ensuring records are kept up to date and all financial transactions comply with WG procedures.
  • To maintain Cadw's historic property asset inventory and to conduct in conjunction with Cadw’s Head of Historic Estate, periodic checks against the record and provide reports as required.
  • In conjunction with estates team support, provide general administrative support for day to day estates matters (respond to telephone, letter and mailbox enquiries on estates and property matters) and to maintain the E-PIMS records and any other such property management systems.
  • Prepare draft material for Ministerial Briefings and in conjunction with estates team support, co-ordinate responses to Government Business / FOI’s relating to Cadw Estates matters.
  • To create and maintain a central record of artefacts loaned to and by Cadw and to oversee the renewal of agreements, including inspections and reporting of condition.

Candidates must hold a relevant degree qualification in the field of surveying / estate management and/or over 5 years’ experience of working in the field of surveying / estate management and working towards or prepared to work towards formal RICS (Royal Institute of Chartered Surveyors) membership.  Travel with occasional overnight stays will be required across the whole of Wales.
