Job summary

This is an opportunity to play a key role in delivery of the Welsh Government’s Transport Strategy in north Wales, working within the Transport Policy and Strategy division. The division is responsible for delivery of Llwybr Newydd (The Wales Transport Strategy) and for key policy areas which contribute to it. The role sits within the Transport Strategy, Planning and Integration branch, which is responsible for regional transport planning and for Transport Strategy across Wales.

Llwybr Newydd (The Wales Transport Strategy) sets out a vision for an accessible, sustainable, and efficient transport system in Wales. We are introducing new regional ways of working as one of the key routes for delivering that vision. The post-holder will be responsible for overseeing the delivery of the strategy in north Wales. They will work alongside the Regional Transport leads for south-east Wales, and south-west and mid-Wales.

The Welsh Government has not had a north Wales lead for some time and the post-holder will be expected to establish strong relationships with stakeholders in north Wales, particularly local authorities, the Corporate Joint Committee (CJC) and Transport for Wales. They will support and monitor the development of the Regional Transport Plan (RTP) for north Wales and also represent the Welsh Government in development of individual projects in the region. This will include playing a key role in implementing recommendations by the North Wales Transport Commission, which recently reported its findings.

Person specification

  • ou will lead on transport planning issues for Welsh Government in north Wales, including working with CJCs and local authorities to develop and deliver Regional Transport Plans.
  • You will build strong collaborative working relationships across north Wales with internal and external stakeholders, including CJCs, local authorities in north Wales, and English authorities on cross-border initiatives.
  • You will lead the relationship with the TfW north Wales team, working with them to manage and prioritise their work on transport measures for the region.
  • You will lead on next steps following the North Wales Transport Commission report.
  • You will support the development of an evidence base for supporting sustainable transport in North Wales.
  • You will assess local authority grants for funding in relation to north Wales transport projects, and monitor and challenge delivery of those projects.
  • You will provide transport planning input to inform the development and delivery of wider Welsh Government policies and interventions in north Wales which may have transport consequences.
  • You will champion the use of Welsh transport appraisal guidance (WelTAG) within north Wales, giving advice on its application and signing off local authority WelTAG stages.
