Job summary

Housing is a priority area for Welsh Government.  

The regulation team carry out the regulation function on behalf of the Welsh Ministers with the main purpose to protect tenants and significant public investment in the housing association sector in Wales. Effective regulation also ensures the sector remains attractive to private investors whose funding supplements grant for the development of new social housing in Wales.


Job description

The team’s Regulation Managers, with suitable training and support, are responsible for regulating a portfolio of housing associations, contributing to regulatory assessments through regular oversight and information gathering.  The role involves working with the team, in particular Senior Regulation Managers, and requires the ability to develop working relationships with Boards and executives of housing associations in order to feed into regulatory judgements in relation to governance and tenant services and financial viability.

What your team will expect:

  • Work independently on day-to-day issues which may include providing advice to more senior grades and supporting policy, digital, legislation or operational development work; whilst being the lead official to engage with a wide-range of stakeholders both internally and externally.
  • Line management of individuals or a team. Management responsibilities may include supporting team members on more difficult cases, managing work allocation and prioritisation. Responsibility for performance management, coaching, mentoring and development of staff from all backgrounds to ensure they are able reach their full potential, helping to create a culture of inclusion; making sure that any development opportunities are accessible and inclusive for all. You are proactive in exploring your own developmental needs and take action when required.

What key stakeholders will expect:

  • Provide sound judgement with the ability to interpret information where issues are complex or conflicting with the ability to weigh up a number of factors to produce constructive ideas and solutions.
  • Required to communicate information, to provide advice to senior colleagues on the effects of policy or operational changes and influence outcomes.
  • Ability to grow strong professional relationships with internal and external stakeholders, effectively collaborating to share information, resources and support.

Main Responsibilities:

  • Contribute to delivery of a quarterly programme of regulatory judgments  - collating and analysing evidence and observational data/intelligence from a variety of sources;
  • Provide effective and credible regulation in accordance with the Regulatory Framework for HAs registered in Wales;
  • Engage in honest, open and effective direct communication and appropriate challenge with HA chief/senior officers and chairs/board members, discussing matters of concern and seeking regulatory assurance;
  • Together with Senior Finance Analysts, review the financial viability and solvency of HAs through analysis of management accounts, business plans and other related financial information;
  • Support has to improve their performance and meet the requirements of the Regulatory Framework;
  • Work with Senior Regulation Managers and senior members of the Regulation Team to intervene appropriately with HAs unable to address significant performance issues themselves; and
  • Contribute to Ministerial Briefings on regulation; respond to Ministerial Correspondence or Ministerial diary commitments linked to housing regulation.
  • The role involves working at other organisations offices and out of normal office working hours, including evenings, will be required from time to time.
