  • Line management of individuals or a team. Management responsibilities may include supporting team members on more difficult cases, managing work allocation and prioritisation. Responsibility for performance management, coaching, mentoring and development of staff from all backgrounds to ensure they are able reach their full potential, helping to create a culture of inclusion; making sure that any development opportunities are accessible and inclusive for all. You are proactive in exploring your own developmental needs and take action when required 

What key stakeholders will expect 

  • Provide sound judgement with the ability to interpret information where issues are complex or conflicting with the ability to weigh up a number of factors to produce constructive ideas and solutions. 
  • Required to communicate information, to provide advice to senior colleagues on the effects of policy or operational changes and influence outcomes. 
  • Ability to grow strong professional relationships with internal and external stakeholders, effectively collaborating to share information, resources and support. 

The Health & Safety Advisor plays a key role within the Welsh Government in terms of promoting, educating, and ensuring compliance on a range of Health and Safety matters.

The role supports the Senior Health and Safety Advisor in providing information to the Safety Advisory Board, on how the Welsh Government is discharging its duty in providing a safe working environment and safe systems of work for employees, visitors and contractors.

The post contributes to the delivery of the Health, Safety and Wellbeing Strategy and Action Plan as part of the WG2025 Organisational Change Initiative.

Person specification

Health & Safety advice and governance:

  • Working in Partnership with other Government Bodies, Departments and Trade Union Officials to promote Health & Safety best practise. to attend meetings as deputy as appropriate and to work collaboratively to build a network of contacts, sharing and identifying best practice.
  • Provide advice and guidance to staff on complex Health & Safety issues.
  • Help in the development and compliance of related policies, ensuring that they are reviewed and updated as required.
  • Support the managing of the internal auditing and review process, undertaking reviews and preparing audit schedules.
  • Attend Group H&S coordinator network meetings and undertake secretariat role.
  • Helping to provide updates, recommendations, and drafting progress reports for the Health Safety and Wellbeing Advisory Board.
  • Investigations and Case Handling
  • Scrutinise all accident/incident/near miss reports that are received and liaising with key stakeholders to ensure suitable and timely accident investigations have taken place. Identifying reportable accidents in line with RIDDOR regulations and providing accident data to relevant parties upon request.
  • Deal with the personal injury compensation cases, liaising with relevant parties to ensure that legal advisors are provided with all relevant information to assist in case defence.
  • Monitor cases generated from the online DSE risk assessments training system and H&S queries from our Case Reporting System and provide H&S advice and guidance for staff needing further support.

First Aid:

  • Identify and maintain a network of trained First Aiders across the Welsh Government estate. This includes the ordering and distributing of first aid equipment across the estate and ensuring best value for money.
  • Provide the administrative support function for first aid courses across the estate. Maintaining database of trained staff in Emergency First Aid and using the database in order to facilitate the scheduling of timely courses across the estate. Distributing First aid certificates to staff upon satisfactorily completion of courses.

Learning, Development and Communications:

  • Assist H&S manager with monitoring and reviewing H&S training material to ensure its fit for purpose. Working closely with the Learning and Development team on training requirements for WG staff.
  • Plan and prepare a schedule of news page articles around HS & Wellbeing matters for publication. Assist with preparation of first draft of articles, promotional events and ensuring our intranet pages are up to date.
