Job summary

What your organisation will expect?

  1. A) Professional Roles

  • You will have experience in delivering large scale projects. You will lead/manage/ have overarching responsibilities for multiple work-streams (at least four).
  • You will be able to deal with complex problems, displaying high levels of judgement with limited precedent/guidance, using creative and innovative thinking to develop new approaches to deliver better outcomes for Wales.
  • You will have a detailed knowledge of the organisation together with a clear working understanding of the external operating environment. Person specification

  • Contribute to the strategic leadership and direction of CIW as a member of the Executive Leadership Team. Provide authoritative, professional advice and support to the Chief Inspector, Deputy Chief Inspectors and WG policy colleagues.
  • Provide national leadership and management of one of three regulatory teams, ensuring work is delivered to a high standard, consistently, in a timely way and that decisions are communicated effectively. Ensure effective reporting on and monitoring of performance and provision of advice about performance to the Chief Inspector.
  • Take the lead on ensuring engagement and collaborative working with a wide range of relevant stakeholders. including provider associations. Lead on strengthening engagement with local authorities ensuring effective contribution towards safeguarding adults and children.
  • Provide direction, strong leadership and line management to the team to achieve high levels of engagement and performance including line management of senior managers and relevant staff. This will involve collaborating and working in partnership, innovating and developing practice to achieve continuous improvement,  responding to the changing environment for care and social services in Wales - the implementation of legislation and digital services.
  • Provide strong, visible professional leadership to the team, demonstrating a personal commitment to the organisation’s values and goals at all levels of activity.
  • Lead on ensuring robust arrangements for accountability, legal compliance and management oversight of the standard and quality of all regulatory activity.
  • Lead on ensuring the effective delivery of quality assurance arrangements to promote continuous improvement in regulatory activity.
  • Take lead responsibility for contributing to and implementing programmes and initiatives to improve the skills, competence, capability, engagement and well being of all staff within CIW.
  • Take the lead in ensuring the availability and provision of robust support and advice to staff involved with complex cases.
  • Lead a team of professional staff to provide accurate information on care and support services across Wales in order to inform Ministers and policy development, and provide a basis for decision making and performance management. 
  • Lead on contributing to the corporate delivery of CIW’s work through leadership and programme management of national projects.
  • Ensure appropriate deputising arrangements are in place as and when required.
  • Managing own professional development and seeking appropriate opportunities in discussion with the Deputy Chief Inspector.

A reserve list may be held for this opportunity. Any candidate who is successful in being offered a reserve status, will remain on the reserve list for 12 months.

This role can be based in either the CIW Merthyr, Carmarthen or Llandudno Junction Office. Colleagues are expected to work from a blend of locations, including some time working at home, as required. The agreed office location will be the designated place of work and any remote or home working arrangement does not constitute a change to your designated place of work or contractual terms and conditions. The successful candidate will be expected to pay for their commute to their normal place of work. Travel to other locations that are not your chosen normal place of work will be paid for by CIW.

A recognised social care/education qualification alongside relevant experience is preferred however, applications will be accepted from candidates who are qualified to degree level or higher (in any subject) with substantial experience in safeguarding and/or improving outcomes for people in a health or social care context. Examples of acceptable social care/education qualifications include (but not limited too):

  • a Diploma in Social Work (or Social Care Wales equivalent),
  • a nursing or allied health care qualification,
  • a teaching or education qualification,
  • a degree in Early Years/Childhood Studies
  • a Level 5 Diploma in either Leadership for Health and Social Services or Children’s Care, Learning and Development

If after interview stage, there are two successful candidates with the same score but there are not enough posts available the panel will first revert back to the overall score for their application.

If this still results in the same total score, the panel will review the score for experience 1, then behaviour 1, then behaviour 2.
