Job summary

The Grade 6 Head of Health Economics, Advanced Analytics and Policy Modelling plays a key leadership role within the Science Evidence Advice (SEA) Division of the Welsh Government. 


Job description

The role involves providing high quality economic and scientific advice, modelling and advanced analytics to Ministers and policymakers on matters relating to health and social services in Wales.

This work will help guide the allocation of resources to achieve effective and equitable outcomes for the citizens of Wales and value for money for Welsh Government’s health and social service programmes and policy interventions.

Person specification

The key areas the Head of Health Economics, Advanced Analytics and Policy Modelling is expected to work within are: 

  • Lead the commissioning, development, and application of economic and epidemiological analysis to produce timely, relevant, high-quality, well-presented products that meet the needs of decision-makers.
  • Develop strategic plans and objectives for health economics research and analysis within the health and social care sectors in Wales.
  • Identify emerging trends, challenges, and opportunities in healthcare economics and provide recommendations that align with the strategic direction of the Welsh Government.
  • Manage a multidisciplinary team of health economists, analysts, and researchers including the Grade 7 departmental leads responsible for health economics, analytics & modelling, and surveillance data.
  • Support the prioritisation of NHS (Wales) and Welsh Government spending using programme budgeting and marginal analysis (PBMA), and multi criteria decision analysis (MCDA).
  • Engage and build with internal and external research and analytical networks.
  • Lead on the representation of the Welsh Government in National strategic data and modelling forums with other Government departments, for example Department of Health and Social Care (DHSC) and the UK Health Security Agency (UKHSA).
  • Develop analytical capacity with the Welsh Government and across the NHS, Public Health Wales (PHW), Digital Health Care Wales (DHCW) and other partners.
  • Be a member of the Science Evidence Advice (SEA) leadership team, deputising for the Deputy Director of SEA and representing the division in both high-profile public and internal events as required.
  • Attend Health Technology Wales board meetings and represent the Welsh Government in the Public Sector Health Economics group.
